ORDINANCE No. 2023-21
ORDINANCE AMENDING FRANCHISE FEE FOR
NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION,
D/B/A XCEL ENERGY, ITS SUCCESSORS AND ASSIGNS, FOR PROVIDING
ELECTRIC SERVICE WITHIN THE CITY OF PLYMOUTH, MINNESOTA
THE CITY OF PLYMOUTH ORDAINS:
On January 14, 2014,the City Council adopted Ordinance No. 2014-01 implementing franchise fee
for Northern States Power Company,a Minnesota Corporation, D/B/A Xcel Energy, its successors and
assigns,for providing electric service within the City of Plymouth, Minnesota.The last rate adjustment
occurred on December 13, 2022.
Schedule A of the franchise ordinance is hereby amended to reflect a 40%adjustment as follows:

Classification 2023 Fees 2024 Fees
Residential $2.52 per month $3.53 per month
Small C&I-Non-Demand $3.79 per month $5.31 per month
Small C&I-Demand $12.65 per month $17.71 per month
Large C&I $50.61 per month $70.85 per month
Effective Date.The effective date of this ordinance shall be after its publication and ninety(90)
days after the sending of written notice enclosing a copy of this adopted Ordinance to Xcel Energy by
certified mail.
ADOPTED by the City Council on this 12th day of December,2023.
