2.PUBLIC FORUM—Individuals may address the Committee about any item not contained on the
regular agenda. A maximum of 15 minutes is allotted for the Forum. If the full 15 minutes are not needed
for the Forum, the Committee will continue with the agenda. The Committee will take no official action on
items discussed at the Forum, with the exception of referral to staff for future report.

Plymouth offers new swim activities at Wayzata East Middle School
Plymouth, Minn. – The City of Plymouth is set to offer a variety of new water-related activities –
including swimming lessons, water exercise classes, open swim, birthday parties and pool rentals –
beginning in January at Wayzata East Middle School, 12000 Ridgemount Ave. W.
Pool activities are available daily from 6 a.m. to 9 p.m. All programs listed below require advance
registration, except for drop-in swimming. To register for programs, visit plymouthmn.gov/aquatics.
Swimming Lessons
Swimming lessons are available for a variety of experience levels and ages, from preschool to adult.
Additionally, 30-minute private lessons are also available for ages 5 and older.
Adaptive Swim Lessons
Plymouth offers adaptive swim lessons taught by instructors who have been certified through Swim
Angelfish’s Swim Whisperers program. Adaptive swim lessons are geared toward participants ages 5 and
older who are on the autism spectrum or experience anxiety, physical disabilities, sensory sensitives and
more. Semi-private adaptive swim lessons are also available.
Private Pool Rental/Themed Birthday Parties
Plymouth also offers the opportunity to hold a pool party. The pool may be rented privately for a
minimum of two hours for up to 100 attendees. Party packages also offer mermaid, shark, pirate,
tropical or glow-in-the-dark themes.
Water Exercise
A variety of no- to low-impact exercise classes are available to swimmers ages 16 and older. Offerings
include deep water running, deep water cardio and aquafusion flow.
Specialty Classes/Events
Register for specialty classes to become a certified American Red Cross swim instructor or lifeguard.
Special swim events for youth are also available, including a shark tank social, party like a mermaid,
tropical party and glow-in-the-dark pool party.

Drop-In Swim Activities
Drop-in swimming activities are available during select hours Monday through Friday and some
weekends. Drop-in swim programs include lap swim, open swim, water walking, sensory swim and
more. To view the drop-in swim schedule, visit plymouthmn.gov/aquatics.
Participants pay at the door (credit/debit card only) or use a punch pass for drop-in swim. Advance
registration is not available. To purchase a punch pass, call Plymouth Parks and Recreation at 763-509-
5200 or stop by Plymouth City Hall (3400 Plymouth Blvd.), the Plymouth Community Center (14800 34th
Ave. N.) or Wayzata East Middle School Pool.

1.Background
City staff across all departments have been working with our design consultant to develop a realistic
construction staging plan for the Plymouth Blvd project in 2024. This roadway plays a critical role in
connecting the community to city services, activities, and businesses. For this reason the group
required the phasing plan meet the following goals:
•Provide clear direction to the public accessing destinations through construction.
•Ensure easy access to City Hall for elections & public meetings.
•Provide for a streamlined construction schedule to minimize construction duration.
2.Phasing Plan
The majority of the project area is proposed to be closed and completed in one large phase (see
attachment for Phase 1 area). This phase would begin in April/May and continue through most of the
summer. This approach should provide more consistency for the public on what to expect when
traveling to City Center and understanding how to get to destinations. This approach is especially
effective in projects like this where many people visiting the area do not receive a project notice letter
or project updates.
First, Plymouth Blvd. will be closed to all thru traffic for the entire project duration. This traffic will be
detoured be detoured to Vicksburg Lane or Fernbrook Lane. MnDOT is working on the Vicksburg/Hwy
55 signal in 2024 so the two agencies will coordinate carefully. Once thru traffic is detoured utility
work is expected to begin while maintaining existing local access. Once progress on utilities has been
made the Phase 1 work area will be closed. This primary work area will include:
•The west side of Plymouth Blvd from Rockford Road to 37th Avenue (PIC north entrance).
•Both sides of Plymouth Blvd from 37th Avenue to the City Hall entrance.
•The west side of Plymouth Blvd from the City Hall Entrance to Hwy 55.
Below are major points of interest (POIs) and how access will be maintained during construction.
•BP gas station, daycare, and apartments north of 37th: Access through construction via
Rockford Road (similar to how 37th and 36th were completed last year).
•Plymouth Town Center: Access in via Vicksburg and 37th intersection & out via 37th to
Rockford Road.
•Plymouth Ice Center/Lifetime: Access in via Vicksburg and 37th intersection & out via 36th
or 37th to Rockford Road.
•City Hall: Access via 35th & Vicksburg from the west and 34th or Hwy 55 from the south.
•Islamic Community Center/Post Office: Access via 34th or Hwy 55.

3. Communications Plan
A challenge with communication on a project of this scale is providing a consistent message to all
patrons even if they don’t frequent the area. This staging plan allows communications around phasing
to be set prior to the project so early and advanced notice can be provided using multiple
communication streams. The plan is to:
• Communicate the phasing plan and how to access key locations in the Plymouth
Newsletter (beginning with access to City Hall for elections in the January/February
edition, followed by more phasing information in March/April).
• Have signs up at public points of interest (PIC, Library, City Hall, etc).
• Have “how to get around” e-fliers available for businesses (showing roadways open during
construction).
• Utilize social media.
• Post information on The Street so city staff is informed.
• Post maps/phasing information on the city website & e-notifies for those signed-up for
updates.
4. Elections
2024 is a presidential election year and the proposed staging plan accounts for times when voting will
be happening at City Hall.
Presidential Nominating Primary Election:
• Election Day is March 5th with absentee voting open 1/19 to 3/4.
• Construction will not be underway at this time thus it will not impact voting.
Primary Election:
• Election Day is August 13th with absentee voting open 6/28 to 8/12.
• Heavier early voting traffic occurs the 18-days leading up to each election, when voters can
insert their ballot directly into the tabulator at city hall, which will occur from 7/26 to 8/12.
• Weekend voting will take place on 8/10.
• City Hall will have full access during this period and construction will not impact voting.
• Communications materials around how to vote will include how to get to City Hall.
General Election:
• Election Day is November 5th with absentee voting open 9/20 to 11/4.
• Heavier early voting traffic occurs the 18-days leading up to each election, when voters can
insert their ballot directly into the tabulator at city hall, which will occur from 10/18 to
11/4.
• Weekend voting will take place on 10/26, 11/2, and 11/3.
• City Hall will have full access during this period and construction will not impact voting.
• Communications materials around how to vote will include how to get to City Hall.

5. Recreation Events
The Recreation Division has been planning for the upcoming construction since the spring. They have
been proactively relocating and canceling events typically held at the Hilde and have also been
communicating the upcoming construction to all Hilde vendors. Construction can be frustrating, so to
ensure a positive experience for all visiting the area this approach will serve the community well.
The Hilde will remain open during construction and only entrances/exits from Plymouth Blvd will be
closed. The Hilde will still have five available entrances including:
• Lifetime/PIC main parking lot*
• PIC rear parking lot*
• City Hall main parking lot
• City Hall rear parking lot
• Millenium garden walking trail
*Note: there will be short durations where the access points from the north (PIC/Lifetime) will be
restricted due to pipe installation and pond construction, but this will be timed around events as best
possible.
Specific locations and events with additional details are included below:
Music in Plymouth:
This event is still planned to be held at the Hilde in 2024 and city staff have been working with the Civic
League on how construction may impact the event. Some notes include:
• ADA accessible routes will not be available from private lots west of Plymouth Blvd.
• Drop-off areas for buses from park and ride lots will change. Service will still be provided.
• Contractually:
o Financial incentives will be used to encourage the area north of 35th being
completed prior to the event.
o Crews will not be able to work July 4th to July 7th
o Crews will not be able to work past 5pm on day of event.
Community Wide Concerts:
Community concerts (free and ticketed) will still be available in 2024. The major change with these
events will be security and relocating ticketed entrance/exit locations. The contractor will not be
allowed to work past 5pm on these days to make sure construction noise does not impact the concert.
Organizations Renting the Hilde:
The Recreation Division has been relocating many rentals to other locations as able (Ex. NW Greenway
Trailhead) to ensure the experience is positive and streamlined for rental organizations. Some
organizations prefer the Hilde space so the Recreation Division have made them aware of the
construction so there are no surprises. Custom parking and access flyers will be provided to these
organizations.

Other City programed events:
Bark in the Park has been relocated to the NW Greenway Trailhead.
Plymouth on Parade
The Plymouth on Parade for 2024 has been canceled.
6. City Facilities & Lifetime Fitness
Plans are also in place to ensure public access to other City facilities (including the city owned Lifetime
Fitness parking lot. These are outlined below:
Public Safety
The public safety facility will have access to both parking lots at all times, excluding short, isolated
utility work and final paving. These will be coordinated early so operations can adjust for those periods
(ex. having all squads in the lower lot). The phasing plan has been extensively reviewed by both police
and fire.
Plymouth Ice Center (PIC)/Lifetime Fitness
The PIC/Lifetime parking lot will have access at all times, primarily via 37th Avenue. The majority of the
PICs large tournaments are completed prior to May 1st and construction should have minimal effect
on these. Custom flyers are being created for distribution by PIC staff and Wayzata Hockey, Wayzata
ISD, and Providence Academy.
City Hall
Full access to both upper and lower lots will be provided at all times, excluding short, isolated utility
work and final paving. This includes for council meetings, meetings with staff, or residents accessing
services. City employees will also be able to park at City Hall as they typically do. Any closure or work
at the entrance will require either traffic flaggers to maintain access or work be done after hours or on
a Saturday when activities (including voting) are not happening.
