HomeMy WebLinkAboutParks and Recreation Advisory Commission Minutes 09-14-2023 1 Approved Minutes September 14, 2023 Approved Minutes Park & Recreation Advisory Commission Thursday, September 14, 2023 MEMBERS PRESENT: Chair Vita Wilson, Commissioners: Ann Hoekstra, John McCulloch, Hannah Wegner, Jessica Montgomery, Nicholas Beecher MEMBERS ABSENT: Vice Chair James Kuznia STAFF PRESENT: Director Jennifer Tomlinson, Recreation Manager Kari Hemp, Recreation Supervisor Jessie Koch, Office Support Specialist Genny Layne COUNCIL REPRESENTATIVES: None present CALL TO ORDER Chair Vita Wilson called the meeting to order at 6:00. PUBLIC FORUM Greg Gibson, 4300 Niagara Ln, past president of Wayzata Youth Hockey wanted to thank PRAC for continuing to support hockey in Plymouth. PRESENTATIONS AND PUBLIC INFORMATION ANNOUNCEMENTS APPROVE AGENDA (4.1) Approve Agenda Motion by Commissioner John McCulloch and seconded by Commissioner Ann Hoekstra recommending approval of the September 14, 2023, Parks and Recreation Advisory Commission agenda. With all members voting in favor, the motion carried. Consent Agenda (5.1) Adopt proposed Park and Recreation Advisory Commission Minutes Motion by Commissioner Hoekstra and seconded by Commissioner Nicholas Beecher recommending approval of the June 8, 2023, Parks and Recreation Advisory Commission. With all members voting in favor, the motion carried. General Business (6.1) Update Facility Fees and Policies Recreation Manager Kari Hemp presented the Facility Fees and Policy updates for the Commission to review and approve. Upon approval, they will be presented to the City Council for final approval. Staff review the fees and policies on an annual basis to recommend fee increases to cover inflation, utility and maintenance fees, demand, and staff wages. Fees were last adjusted in May of 2022. The following adjustments are being proposed: - Increase in rates of park facility rentals due to rising expenses and market analysis - Removal of half day rentals of park buildings due to staffing - Millennium Garden rates increase due to market analysis and changed the rental usage to October 31st. - Plymouth Community Center adjusted and increased rates and times of rentals throughout the facility to recover more revenue due to expenses and market analysis. 2 Approved Minutes September 14, 2023 - Increased rates for admission and usage of the indoor playground by $1 due to market analysis and increase of usage and expenses. - Plymouth Ice Center increased rates for ice usage and rentals due to increase of expenses. - Plymouth Community Center Fieldhouse increase rates and hours based on the overall facility hours. Policy Updates Include: - Minor language updates for the Ice Center. - Park Facilities Policy – updated tobacco policy and building amenities. - Tobacco policy update with new state legislation regarding cannabis. A discussion was had about bundling passes for the open gym and playground at a discount. This option is already available. Reasons for half-day versus full-day rentals at Parkers Lake and Bass Lake buildings were clarified, including staffing for turning over rentals. Manager Hemp explained the fee assistance program available for recreation programs. The tobacco and cannabis policies were explained further. Motion by Commissioner Jessica Montgomery and seconded by Commissioner McCulloch recommending approval of the fees and policies as written. With all members voting in favor, the motion carried. Reports and Staff Recommendations (7.1) Recreation Update Recreation Supervisor Jessie Koch presented an update on the recreation team including: - Staff - Amount of recreation programs, participants, special events, reservable picnic shelter reservations, outdoor rink visitors and Plymouth Farmers Market attendees. - Approximately 95% of registrations happening online. - Recreation Guides going digital with limited hard copies available to pick up at city sites. - New programs available due to PCC dedicated spaces. - Themed swim birthday parties. - Hilde rentals and events. - Step-to-it Challenge winners. (7.2) Upcoming Events Director Jennifer Tomlinson presented the upcoming events, including the following: - Gardening at Fazendin Park - Buckthorn Busts - Farmers Market - Volunteer Recognition Event - Plymouth on Parade Adjournment Motion by Commissioner Beecher, seconded by Commissioner Hoekstra, recommending adjournment of the Park and Recreation Advisory Commission meeting. With no objection, Chair Wilson adjourned the meeting at 6:45 p.m.
