The Teen Scene: A Community Reality Check
A Three -Part Series on Underage Drinking and Drug Use
As much as we are all part of a problem, we are also part of a
solution. We each have impact on a culture change in our
community and can have one voice with one consistent
message. Underage drinking is not okay and places our youth
in harm's way. As a community, one step towards the
prevention of a tragedy opens the door to a productive road
ahead for our children. Join us for this important community
event.
October 26, 7-8:30, Central Middle School Auditorium
Part one will address what the "real deal" is in our community.
What and how much are our youth using? What's different
today than before? Is it enough to say that's it's just a rite of
passage? What is excessive drinking? Science and statistics will
put underage alcohol use in perspective.
November 16, 7-8:30, Wayzata High School Auditorium
Part Two will focus on the real life stories that involve our own
students, parents and community members. Panel participants
will share a significant life event with the hope it will make a
difference in the lives of others. Each will offer reality and
hope.

Part three involves active participation as parents explore
"tools" of the trade. What can you do to prevent underage
alcohol/drug use? Parents will share and develop some of their
best parenting strategies and strengthen communication with
other parents. You will leave with a full toolkit and many
resources.
This series is brought to you by a community of partners to
include Partners in Prevention, WHS staff and students and the
City of Plymouth School Resource Officers.

Plymouth Police and Fire Departments Provide Free Identification Stickers for
Children's Car and Booster Seats and Bike Helmets.
The Plymouth Fire and Police Departments have partnered with Travelers Protective
Association to provide complimentary identification stickers for children's car and
booster seats and bike helmets. These stickers provide critical contact information to
emergency service providers in the case of an emergency.
The Children Have an Identity (CHAD) safety seat child identification program was
developed as a result of a traffic crash involving a 13 -month-old boy named Chad. The
babysitter who was driving was killed. Chad was injured, but no one at the scene could
determine his identity. Only because an emergency room nurse recognized him could
his parents be quickly located and his injuries be treated.
To ensure rapid identification of children in emergencies, parents and guardians of
small children are encouraged to fill out the information on the sticker and place it under
the cushion or center back of the child's safety seat. Stickers can also be placed within
the shell of children's bicycle helmets.
The National Board of the Travelers Protective Association has made the CHAD Sticker
Program a national safety initiative and Plymouth is proud to become a partner in this
effort.
Plymouth parents and grandparents can pick up their complimentary CHAD Sticker at
the Plymouth Fire Offices, located on the second floor of the Public Safety Building,
3400 Plymouth Boulevard, Monday through Friday, 8 a.m. - 4:30 p.m.

FIRE -RESCUE INCIDENT OF INTEREST
TIME: 4:12 a.m. ADDRESS: 494 & Bass Lake Road
DETAILS: Following am early October snowfall, the Department was dispatched to a vehicle
accident with entrapment. A car towing a large trailer had slid off the roadway and rolled down an
embankment; coming to rest 100 yards from the highway
First arriving Lieutenant Perbix assumed Command and assigned Engine 21 (Marti, Magy, Olson,
Friske, Branyon) to begin vehicle stabilization and access the patient. Chief Kline arrived and
Command was transferred; with Perbix assuming the Rescue Group.
Rescue 11 (Weldon, Evans, Evenson, Mc Curdy) assisted with their heavier HURST rescue cutter,
rams, and spreader. Additional companies were placed in staging; assisting with tool and resource
needs.
The patient was removed from the overturned vehicle 12 minutes following fire department
arrival. The patient was transferred to North Memorial Hospital. There were no firefighter injuries.
RESPONSE TIME: Fifteen (15) minutes. This call occurred during non -Duty Crew hours
of operation.

Monthly Synopsis
Year-to-date (YTD), the Department answered 838 calls for service. This compares to 906 calls
for service in 2008 (YTD). The highest call volume in August occurred between the hours of
6:00 p.m. and 9:00 p.m. Saturday was the busiest day of the week. Sixty-seven percent of calls
occurring in August were "Duty Crew" calls.

Seventy-four members participated in training activities during the month. The total number of
hours spent on in-house and outside training activities was 453 — an average of over six hours per
participating member.

Recruitment
During the month of August, 73 paid -on-call firefighters served the City of Plymouth. Three
members left the department. Background investigations continued for firefighter candidates
during the month.
DuN Crew Program
The Duty Crew Program was in operation on all weekdays during the month of August including
Saturdays. A total of two shifts were canceled due to lack of staffing. Fifty-one members
participated in the program.

Dear Postmaster General:
I was recently notified that three postal offices located in my Congressional District are currently
being evaluated for potential sale and development by the United States Postal Service. I am
writing to request that a fair and thorough assessment of these facilities be conducted before
action is taken with regard to the potential sale or development of these offices.
The three facilities in my district specified by your office are located in Wayzata, Plymouth and
Brooklyn Park. Each plays a critical role in its respective community. Along with a central
location in their communities, these offices cater to both commerce and overall quality of life for
residents. Additionally, in the case of Wayzata, the postal facility itself is key historical building
for the city.
While I certainly understand the fiscal challenges currently confronting the U.S. Postal Service, I
urge you to consider the potential disruption your decisions may cause to the residents of each of
these communities. I ask that you work directly with these cities by giving them enough time to
supply you with adequate feedback and input, so any future decisions are made as fairly and
effectively as possible.
Thank you for the many essential services you provide to the residents of my Congressional
District, as well as the nation as a whole. I will continue to closely monitor this situation and ask
that you keep me and my staff apprised of all future updates and developments. Additionally, if
I can be of any assistance in the future, please do not hesitate to contact my office.

SUBJECT: PRELIMINARY AND FINAL PLAT FOR EICHI, INC. (2009034)
Dear Resident/Land Owner:
This letter is to inform you that the City Council has continued the request by EICHI, Inc., under
File No. 2009034, for a preliminary and final plat to be called "Kingsview Heights 5th Addition"
to allow the construction of one single-family dwelling for the roughly 3.21 -acre site located
north of 44th Avenue between Juneau Lane and Harbor Lane. The Council will consider the
request on Tuesday, November 10, 2009 at 7:00 p.m. in the Council Chambers at the Plymouth
City Hall, 3400 Plymouth Boulevard.
You received a previous notice for this application in August prior to the public hearing on the
request at the Planning Commission. The City Council initially reviewed the request on
September 8, 2009. At that meeting, the Council directed staff to prepare a resolution with
findings of fact for denial of the application for action on October 13, 2009. At the October 13,
2009 meeting, the City Council received new information from the property owner and
continued the item to a future meeting to allow time to review the information and to send notice
to the neighborhood.
INFORMATION relating to this request may be examined at the Community Development
Information Counter (lower level of City Hall), on Mondays and Wednesday through Friday
from 8:00 a.m. to 4:30 p.m., and Tuesdays from 8:00 a.m. to 6:00 p.m., except holidays.

SUBJECT: SOUTH SHORE DRIVE STREET RECONSTRUCTION PROJECT NO. 10002
PROJECT INFORMATION MEETING
Dear Property Owner:
The streets in your area are being considered for reconstruction in the summer of 2010. This project was identified
for reconstruction and drainage improvements by the City's annual pavement management report, and a portion of
the project cost is proposed to be assessed to the property owners. The streets that are included in the project are
South Shore Drive, and 13'h Avenue from South Shore Drive to Nathan Lane. Attached is a map of the area under
consideration.
An informational meeting to discuss the project with the residents has been scheduled for Wednesday, October 21,
2009 at 7:00 PM, to be held at the Plymouth Creek Center in the Black Box Room located at 14800 34th
Avenue North. This meeting will include a presentation by City staff followed by a question and answer period.
We look forward to your input on this project.
The preliminary engineering report will be presented to the City Council on December 15, 2009. The next step will
then be for the City Council to conduct a public improvement hearing. It is anticipated that this hearing for this
project will be on January 10, 2010 and you will be notified of this public hearing in a letter. City policy is to
assess a portion of the street reconstruction projects to the benefiting properties. Reconstruction of the street itself
is assessed at 40% of the cost. At this time, your property is expected to have an assessment between $6,500 and
$8,500. In the public hearing notice, an estimated amount for each property will be given. Final assessment
amounts will be determined at an assessment hearing that will be held once the project is completed.
