HomeMy WebLinkAboutCity Council Minutes 09-26-2023 SpecialAdopt ed Minutes 1 of 2 Special Meeting of September 26, 2023 Adopted Minutes Special Council Meeting September 26, 2023 Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. at Plymouth City Hall, 3400 Plymouth Boulevard, on September 26, 2023. PLYMO UTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Davis, Willis, Gregor, McGregor, and Peterson. PLYMOUTH COUNCIL ABSENT: Councilmember Pointner. PLYMOUTH STAFF PRESENT: City Manager Callister, Public Safety Director Fadden, Director of Public Work s Thompson, Deputy Public Works Director/City Engineer LaBounty, Community and Economic Development Director Fernelius, Park and Recreation Director Tomlinson, Human Resources Director Timpone, Finance Director Rich, Assistant Finance Director Larson, Planning and Development Manager McGuire, Ice Manager Halverson, Water Resources Supervisor Scharenbroich, Management Intern Nwachi, and City Clerk/Administrative Coordinator Gallup. Fourth Sheet of Ice Discussion Staff provided background information on the history of the Plymouth Ice Center and its expansion and funding over the years. Wayzata Youth Hockey Association President Jason Vinar provided information on their program and need for additional ice time. Board member Tia Senenfelder explained how Wayzata Youth Hockey provides a positive impact to the community. City Manager Callister provided potential financing options including a local option sales tax, state bonding bill, debt financing with property tax levy and/or donations. Council asked questions and provided direction on big picture with parking needs, traffic needs, financing, and emphasized the need for the project to integrate with long term capital planning and the vision for the City Center. Committee/Commission Discussion Staff provided an overview of Plymouth’s committee s and commissions, reviewed how work plans are adopted, recruitment process, and potential for youth involvement on commissions. Council provided staff direction to have chairs of each committee and commission present their annual work plans to the council in the first quarter of each year. Council authorized creating one youth membership on a trial basis starting in 2024 on the Park and Recreation Advisory Board as a non-voting member. Future study sessions No action was taken on future study sessions.
