ORDINANCE No. 2023-17
ORDINANCE AMENDING CHAPTER III OF THE PLYMOUTH CITY CODE ESTABLISHING A
DESTINATION MARKETING ORGANIZATION ADVISORY BOARD
THE CITY COUNCIL OF THE CITY OF PLYMOUTH,MINNESOTA,ORDAINS:
SECTION 1. Chapter III,Section 305 of the Plymouth City Code is amended to add 305.06
"Destination Marketing Organization Advisory Board"to read as follows:
305.06.—Destination Marketing Organization Advisory Board
Subd. 1. Creation.There is established a Destination Marketing Organization Advisory Board for the City.
Subd. 2. Membership.The Destination Marketing Organization Advisory Board consists of seven
members appointed in the manner set forth in this subsection. Four members of the Board are to be
appointed representing businesses in the City.These members are appointed by the Council for
staggered terms of two years expiring on January 31st of each year. Three members of the Board are
seated by Plymouth employees representing city-owned amenities and economic development.
Subd. 3. Officers; Meetings.The Chairperson of the Board shall be appointed by the Board from among
the members of the Board,subject to the approval of the Mayor,for a term of one year.The Board shall
adopt its own rules and procedures with the approval of the Council.All members of the Board,
including the Chairperson, may vote on any questions before the Board,except that no member of the
Board shall partake in any discussion on or vote upon any question in which they are directly or
indirectly interested.The Board shall determine the date and time of meetings and shall set such public
hearings as are necessary and desirable,or required by law,this Code or the Charter.
Subd.4. Powers and Duties.The Destination Marketing Organization Advisory Board shall have the
powers and duties allowed under the Charter and State law, including:
A. To hold meetings of its members,to consider such matters pertaining to marketing the City
as a destination as shall be referred to the Board by the Council,or as the members of the
Board themselves deem proper.
B. To prepare a strategic plan for marketing the City as a destination,to be submitted to the
Council for implementation,and to maintain said plan,and recommend amendments of the
plan to the Council, as may become necessary or desirable.
C. To act in an advisory capacity to the Council in all matters relating to marketing the City as a
destination.
Subd. 5. Reports.The Board shall make an annual written report to the Council, no later than the last
day of February of each calendar year, containing the Board's recommendations for the ensuing year.

SECTION 2. Effective Date.This ordinance shall be effective immediately upon its passage.
