Special Council Meeting
September 12, 2023
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:01 p.m. at Plymouth
City Hall,3400 Plymouth Boulevard, on September 12, 2023.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje,Councilmembers Davis(at 5:05),Willis,Gregor, Pointner,
McGregor,and Peterson.
PLYMOUTH COUNCIL ABSENT: None.
PLYMOUTH STAFF PRESENT: City Manager Callister, Public Safety Director Fadden, Fire Chief Coppa,
Director of Public Works Thompson, Deputy Public Works Director/City Engineer LaBounty, Community
and Economic Development Director Fernelius, Park and Recreation Director Tomlinson, Human
Resources Director Timpone, Finance Director Rich,Assistant Finance Director Larson, Planning and
Development Manager McGuire, Recreation Manager Hemp, Organizational Development and Equity
Partner Johnson, Police Administrative Manager Anderson, Fleet and Facilities Manager Hanson,
Management Intern Nwachi, and Office Support Lead/Deputy City Clerk Gottschalk.
2024/2025 Biennial Budget
Finance Director Rich discussed the 2024/2025 biennial budget goals, process and background,fund
balance policy, preliminary tax levies,tax impacts, new position requests,and next steps.
Council members asked questions and provided feedback for the next budget meeting.
Park and Recreation Director Tomlinson discussed lawful gambling and community organization funding
history. Council discussed the lawful gambling amount and if the amount can be used for other
community concerts and special events.Council provided direction on the policy to update the language
that Plymouth Civic League for Music in Plymouth will get 40%of the funds with a cap at$50,000 per
year and authorize additional funds to be used for community arts programs.
Council directed staff to update the Charitable Gambling Funds Usage Policy and bring back to a regular
meeting for approval.
Future study sessions
Council requested to add penalty grid for license violations discussion on date to be determined.
Adjournment
Mayor Wosje adjourned the meeting at 6:48 p.m.
