R ESOLUTION A UTHORIZING CITY STAFF TO NEGOTIATE A THREE-YEAR EXTENSION TO THE
CURRENT RECYCLING CONTRACT, INCLUDING A FOUR-YEAR TERM FOR CITY-ORGANIZED
CURBSIDE COLLECTION OF SOURCE-SEPARATED ORGANIC MATERIALS WITH R EPUBLIC
S ERVICES
WHEREAS, the current Municipal Recycling Services Agreement with Republic Services, effective
January 1, 2019, is set to expire December 31, 2024, for traditional single sort curbside recycling; and
WHEREAS, the contract allows for a three-year extension; and
WHEREAS, neighboring cities recently bid municipal recycling services on the open market, with
results that have not been favorable in terms of pricing; and
WHEREAS, if negotiations are not successful, there remains enough time to bid municipal
recycling services without interruption to curbside services; and
WHEREAS, all residential customers will be charged a fee for curbside organics recycling
collection – regardless of whether or not they utilize the offered service; and
WHEREAS, the city is exploring city-led organized curbside collection of source-separated
organic materials; and
WHEREAS, the city is considering supplementing negotiations of the current Municipal Recycling
Services Agreement by including curbside collection of source-separated organic materials, similar to the
current curbside recycling program; and
WHEREAS, a majority of residents believe the city should lead single-hauler organized collection,
with less than one-third of respondents opposed to city-led organized collection.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that city staff is authorized to negotiate a three-year extension to the current recycling
contract; including a four-year term for city organized curbside collection of source-separated organic
materials with Republic Services.
BE IT FURTHER RESOLVED, Republic Services has offered the city single sort recycling collection
starting at $4.75 monthly in 2025, with a 4.5% annual increase through 2027, and organics curbside
collection based on participation percentage, ranging from 2024 pricing of $3.00 per month for up to
10% participation, to $6.00 per month for up to 50% participation. Organics curbside collection will have
a 4% annual increase through 2027.

BE IT FURTHER RESOLVED that Municipal Recycling Services Agreement for curbside services
contract extension for single sort recycling plus organics collection will be brought to the City Council for
approval once finalized contract language is agreed upon.
