CITY OF PLYMOUTH PLANNING COMMISSION MINUTES FEBRUARY 8, 1996 Chairman Mike Stulberg, Commissioners Allen Ribbe, John Stoebner, Roger Berkowitz, Jeffrey Thompson, Tim Bildsoe and Saundra Spigner None. Director Anne Hurlburt, Planning Supervisor Barbara Senness, Senior Planner John Keho and Planner Shawn Drill. The meeting was called to order at 7:00 p.m. Public Forum: None. Old Business: Review of Background for Downtown Plymouth Community Development Director Anne Hurlburt described the history of the existing PUD for downtown Plymouth and the recent process to develop a new plan for the area. Ms. Hurlburt described the extensive public input that had been received by the City and it's consultant over the last eight months. The input came from nearby residents, downtown property owners and citizens interested in the project. Ms. Hurlburt stated that the City Council has adopted the plan for the City Center area as part of the Comprehensive Plan and has amended the Comprehensive Plan to require the City's Zoning regulation comply with the Comprehensive Plan. B. Discussion of Zoning Ordinance for City Center Districts and Related Allowable Uses and Performance Standards Planning Supervisor Barb Senness and consultant David Licht reviewed the language in the draft ordinance for the new CC (City Center) District. Mr. Licht indicated that most of the performance standards are designed to implement the adopted plan for the City Center and that since the plan has been adopted, changes to the performance standards should be minimal. Barb Senness reviewed a letter from Jim Guddal concerning specific details of the ordinance. Anne Hurlburt discussed a letter from Carlson Real Estate concerning their recently acquired property south of the Cub Food Store. 4. Meeting adjourned at 9:30 p.m. 30-
