Call to Order: Public Forum: Approval of Agenda: Chairman Mike Stulberg, Commissioners Linda Oja, Allen Ribbe, Saundra Spigner, and Barb Stimson. None. Director Anne Hurlburt, Planning Supervisor Barbara Senness, and Planner Shawn Drill. The special meeting was called to order at 7:32 p.m. None. Approved unanimously. Approval of Minutes: None. Consent Agenda: No items. Public Hearings: None. New Business: Director Hurlburt stated that the City Council will meet on the first and third Wednesday of the month starting in February 1996. This will affect Planning Commission meeting dates. Staff will prepare a 1996 calendar for the Commission that will be distributed at the next meeting. Chairman Stulberg announced that he will be gone the week of February 11 and the last week of March. Commissioner Oja announced that she will be gone the week of February 25. Planning Supervisor Senness announced that the regular Planning Commission meetings will be held in the City Hall Lunchroom for the next several months while the Council Chamber is renovated. Workshop on Proposed Zoning Ordinance amendments for Commercial and Industrial Districts (95100) Planning Supervisor Senness provided a hand-out relating to the location of ten study areas that were identified by staff. She noted that the FRD area along Highway 55 was not included at this time, but will be reviewed in the future. She indicated that staff has prepared a series of working maps that correspond to the hand-out. The working maps provide ideas for how the Commercial and Industrial area may fit into the classification system of the new ordinance. Planning Supervisor Senness reviewed each study area in detail, noting the existing and potential zoning classifications as follows: AREA 1 -- I494/13ASS LAKE ROAD Prudential site could be rezoned from B-1 to BC (Business Campus). The B-3 and PUD area north of Bass Lake Road could be rezoned to C-4 (Community Commercial). Staff would involve the City of Maple Grove at the appropriate time for their comments. AREA 2 -- I-494/SCHMIDT LAKE ROAD The Hoyt property could be rezoned from the current I-1 to I-1 (light Industrial). The B- 2 area could be rezoned to C-2 (neighborhood Commercial). The Fluidyne property to the south is zoned FRD and would remain non -conforming. The Commission will eventually need to review the long range future of that property. AREA 3 -- TH 169 CORRIDOR The Bass Creek Business Campus site (Opus development) could be rezoned from PUD to BC (Business Campus). The industrial property next to the residential could become I- 1, with the I-2 (General Industrial) located adjacent to Highway 169. General discussion regarding the existing uses in this study area followed. Project Consultant David Licht noted that the City should, where possible, try to place the existing uses in a classification so they do not become non -conforming. He noted that if the City wants to make wholesale changes to the land use of a particular area, it should accomplish those through review of the long range development plans at a later date. AREA 4 -- TH 55 WEST Planning Commission Minutes January 3, 1996 Page #3 The commercial area (PUD) for Rockford Glen could be rezoned to C-1 (Convenience Commercial). The B-2 church site could be rezoned to Institutional. The Seven Ponds Industrial area (PUD) could be rezoned to I-1 (Light Industrial). Mr. Licht noted that in some cases where there are obvious neighborhood issues relating to future adjacent land uses, the City may chose to rezone the area into a PUD classification, and let the landowners apply to rezone the land when they are ready to develop it. AREA 5 -- CITY CENTER This area would contain the CC -P (Public), CC -R (Retail), CC -RE Retail/Entertainment), and CC -OT (Office/Tech) classifications. R -O (Residential/Office) is being considered for the area to the west of City Center and south of Sugar Hills. AREA 6 -- TH 55/I-494 NORTH The Northwest Business Campus could be rezoned to BC (Business Campus). The other PUD's in this area could be rezoned to the appropriate Commercial or Industrial classification based on existing uses (e.g., Target site to C-4). The B-1 area could be rezoned to R -O. AREA 7 -- CR 6/101 The B-2 area could be rezoned to C-2 (Neighborhood Commercial). The office area to the north that is zoned B-3 is somewhat of an anomaly and would fit better into the C-2 classification rather than the C-3 classification. AREA 8 -- TH 55/I-494 SOUTH Most of the Industrial property not adjacent to residential could be rezoned to I-2 General Industrial). The industrial areas adjacent to residential could be rezoned to I-1, except for the Olympic Steel site, which is an I-3 (Heavy Industrial) type of use. AREA 9 -- CARLSON CENTER The property on the west side of I-494 could be rezoned to BC (Business Campus). The property on the east side of I-494 could be rezoned to I-1 (light industrial), except for the north area which could go from B-2 to C-2 (Neighborhood Commercial). AREA 10 -- MEDICINE LAKE SOUTH The Honeywell site is well suited for the BC (Business Campus) classification. The MPUD could be rezoned to C-4 (Community Commercial). The industrial areas would be rezoned based on the existing uses. Director Hurlburt noted that the new zoning districts would follow lot lines where possible. This would make the zoning map easier to interpret and apply. She also noted Planning Commission Minutes January 3, 1996 Page #4 that there are a few small commercial sites scattered throughout the City that were not within the study areas. These areas will also be reviewed in the near future. General discussion relating to the rezoning process, owner involvement, and public hearing followed. Mr. Licht emphasized that we are simply zoning property for the new zoning ordinance -- not planning. Planning Supervisor Senness noted that upon completion of the Commercial and Industrial sections, the next areas to review would be PUD, Residential, Performance Standards, and Definitions. 9. Adjournment: MOTION by Commissioner Spigner, seconded by Commissioner Oja to adjourn. Vote. 5 Ayes. MOTION carried unanimously. Meeting adjourned at 10:20 p.m.
