APPROVAL OF AGENDA MOTION by Commissioner Weir, seconded by Commissioner Musliner, recommending approval of the September 22, 2004 Planning Commission Agenda. Vote. 7 Ayes. MOTION approved. 5. CONSENT AGENDA A. APPROVAL OF SEPTEMBER 1, 2004 PLANNING COMMISSION MINUTES MOTION by Commissioner Weir, seconded by Commissioner Musliner, recommending approval of the September 1, 2004 Planning Commission Minutes. Vote. 7 Ayes. MOTION approved. B. JANICE GRANDY (2004109) MOTION by Commissioner Weir, seconded by Commissioner Musliner, recommending approval of the request by Janice Grandy for a variance for a proposed attached garage on the property located at 12308 12th Avenue North. WELD & SONS PLUMBING (2004110) MOTION by Commissioner Weir, seconded by Commissioner Musliner, recommending approval of the request by Weld & Sons Plumbing for a variance to allow a building less than ten feet from a parking area on property located at 3410 Kilmer Lane North. Vote. 7 Ayes. MOTION approved. 6. PUBLIC HEARINGS A. JEFF STREETER (2004117) Chair Larson introduced the request by Jeff Streeter for a conditional use permit to allow construction of a 7 -foot high fence for property located at 18215 24th Avenue North. Associate Planner Berglund gave an overview of the September 14, 2004 staff report. Chair Larson introduced the applicant, Jeff Streeter, 18215 24th Avenue North. Mr. Streeter confirmed that he read through the staff report and that he agrees with all of the conditions listed in the draft resolution. Mr. Streeter added that his lot is lower in some areas compared to his neighbors, so from the neighbor's side, the fence height would look like 5 feet. Chair Larson opened the public hearing. Chair Larson closed the public hearing as there was no one present to speak on the item. MOTION by Commissioner Weir, seconded by Commissioner Wilson, to recommend approval of the request by Jeff Streeter for a conditional use permit to allow construction of a 7 -foot high fence for property located at 18215 24th Avenue North. Roll Call Vote. 7 Ayes. MOTION approved. B. CITY OF PLYMOUTH (2004108) Chair Larson introduced the request by the City of Plymouth for a comprehensive plan amendment, rezoning, site plan and conditional use permit to allow construction of a six -million gallon in -ground drinking water reservoir, pump house, and related site improvements for property located at 5025 Vicksburg Lane North. Senior Planner Darling gave an overview of the September 14, 2004 staff report. Chair Larson asked if the proposed reservoir would be open with pooled -up water. Senior Planner Darling stated the large concrete tank has to be completely contained and protected as it is for drinking water. Approved Planning Commission Minutes September 22, 2004 Page 3 Commissioner Anderson asked how deep the pond would be and if it would be fenced. Senior Planner Darling responded that the pond would be 4 to 5 -feet deep and would not be fenced. City Engineer Quanbeck stated that is the typical depth of all storm water ponds in the City and added that a 10 -foot bench that encourages growth of a ring of aquatic plants around the perimeter helps to prevent anyone from getting in. Commissioner Anderson asked where the driveway would be located in relation to the knoll and the light as traffic travels fast in that area. City Engineer Quanbeck stated the driveway, which would be used very infrequently, would be located on Vicksburg Lane half -way between the crest of the hill and the intersection. He said the driveway would be used mainly by city maintenance workers to check on the facility. Commissioner Anderson inquired if the city workers drive larger vehicles or would use personal vehicles. City Engineer Quanbeck responded that city vehicles would be used and added that the maintenance workers are used to dealing with traffic. City Engineer Quanbeck said when Vicksburg Lane is improved there would be a median and the entrance would be a right -in, right - out only. Commissioner Anderson asked if the same driveway would be used in the future if a fire hall is added. City Engineer Quanbeck stated the projected fire station location is for the southwest corner of the site. The fire station driveway is likely to be on the western portion of the property. Chair Larson introduced the City's consultant, Tom Rousha, Bonestroo and Associates. Mr. Rousha displayed computerized photo renderings of the proposed development with established turf and plantings. He noted there would be 3 pumps in the station and a standby generator which would be used if a power outage occurred. He said the prairie plantings proposed on the steeper slopes would be easier to maintain than grass turf. Mr. Rousha said they plan to use a brick fagade and intend to use colors to blend with the colors used in nearby adjacent residential structures. He said the reservoir would fill at night as there is less demand at that time. Water would be pumped out during the day. Chair Larson said she appreciates the effort to blend colors with neighboring homes as it would look complimentary to the area. Approved Planning Commission Minutes September 22, 2004 Page 4 Commissioner Anderson asked if there is a sign now warning of the stop light ahead at Vicksburg Lane. She asked if a sign should be posted to warn people of the proposed driveway. City Engineer Quanbeck responded there is not a flashing warning now and no sign is proposed at this time. City Engineer Quanbeck said he would evaluate to determine if an advance warning sign is warranted. Chair Larson opened and closed the public hearing as no one was present to speak on the item. Roll Call Vote. 7 Ayes. MOTION approved. 7. ADJOURNMENT MOTION by Chair Larson with no objection to adjourn the meeting. The meeting adjourned at 7:30 p.m.
