HomeMy WebLinkAboutCity Council Resolution 2023-185 C ITY OF P LYMOUTH R ESOLUTION N O. 2023-185 R ESOLUTION O RDERING S PEED L IMIT A DJUSTMENT FOR A P ORTION OF T ROY L ANE WHEREAS, the Troy Lane Reconstruction Project (ST180002) included the reconstruction of Troy Lane from County Road 47 (now Chankahda Trail) to 56th Place from a paved rural roadway to an urban section with a trail on the east side of the roadway; and WHEREAS, as part of the Carlson Ridge Estates development contract, Troy Lane was reconstructed from 56th Place to approximately 135 feet south of 56th Court from a paved rural roadway to an urban section with a trail on the east side of the roadway; and WHEREAS, the posted speed limit of 45 miles per hour was established prior to the reconstruction of the roadway and prior to development of the land adjacent to the roadway; and WHEREAS, the project design included traffic calming measures to support lower vehicles’ speeds and safer pedestrian crossings from a new trail on the east; and WHEREAS, an engineering and traffic analysis was completed to determine a reasonable and safe speed limit on this section of roadway; and WHEREAS, based on the completed improvements and investigation results it is recommended that the speed limit be reduced to 40 miles per hour in both directions from Chankahda Trail to 100 feet south of 56th Place. NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that as authorized in Minnesota Statute 169.14, it is ordered that a 40 miles per hour speed limit is approved and shall be put into effect for southbound and northbound Troy Lane from Chankahda Trail to 100 feet south of 56th Place. APPROVED by the City Council on this 25th day of July, 2023.
