Action Requested: Review recently completed environmental work, current initiatives, and overview of the Greenstep Cities program. 2. Background: Council requested a special session to receive an update from staff on environmental stewardship work and current initiatives. This discussion will also include an update on the best practices (GreenStep Cities) already being completed by the city. Staff will present information from the attached presentation, answer questions, and confirm current direction in environmental stewardship. 3. Budget Impact: N/A 4. Attachments: Presentation 2 Environmental Stewardship Study Session: July 25, 2023 3 Background Council requested the session to discuss city goals around environmental stewardship and the GreenStep Cities Program. Path for conversation today: Provides history of recently completed environmental work. Highlights current initiatives and those included in the 2024-2025 budget concepts. Provides overview of GreenStep Cities Program. Feedback Needed: Questions about our progress or initiatives? Is staff on the right track? 4 Previous Council Discussions 2019 June 25 – Authorize Participation in GreenStep Cities Program [tabled]. August 13 – Direction to schedule meeting on GreenStep Cities and watersheds. September 5 – Plymouth Community Center discussion on climate change and solar panels. October 22 – Update on Local Watersheds and GreenStep Cities. November 12 – Discussion on GreenSteps Cities Program. November 26 – GreenStep Cities discussion and direction to put on regular agenda. 2020 January 28 – Discuss Energy Usage at City Facilities & GreenStep Cities Program. 2021 April 27 – Request for environmental update & drainage system impacts due to climate change. October 12 – Environmental Update. 2022 March 8 – Climate Change and EQC Joint Meeting. 2023 July 25 – Discuss goals on Environmental Stewardship & GreenStep Cities Program. 5 Current Direction Per Council direction on October 12, 2021 staff continues to pursue carbon footprint reduction efforts and environmental initiatives in waste reduction and water protection. Staff identified areas of environmental stewardship: Buildings & Energy Reduction Transportation Recycling & Waste Reduction Trees & Vegetation Management Water Protection & Conservation Resilient Community 6 Buildings & Energy Reduction Past & ongoing efforts include: Facility benchmarking with B3 program (ongoing). Energy reduction projects. LED retrofitting at eight of 12 buildings & occupancy sensors for lighting at four of 12 buildings. Thermal reflective window tinting has been installed at the Maintenance Facility. High efficiency boiler systems & rooftop units have replaced outdated units. Solar panels on PCC. All facility energy audit. LED street light conversion & sustainable energy conversion by Xcel Energy & Wright Hennepin Electric Co-op. Current initiatives: Developing multiple facility energy reduction projects for upcoming grants. Solar garden subscriptions for city facilities. Converting decorative streetlights on Plymouth Boulevard to LED. 7 Transportation Past & ongoing efforts include: Fleet Efficiency Electrification of city pool fleet (five vehicles currently). Ongoing review of fleet and replacement with more efficient vehicles (example downsizing fire apparatus). Electric vehicle charging station installation (ongoing). Encouraging use of transit (vehicle miles traveled [vmt] & carbon reduction) Increased on-demand transit options. Express bus service to downtown & University of Minnesota. Encourage non-vehicular modes of travel. Ongoing investment on trail and sidewalk network. Current initiatives: Investment in transit with Click and Ride and Highway 55 all-day service (Station 73 TRIP & City Center). Fleet fuel efficiency reviews. 8 Recycling & Waste Reduction Past & ongoing efforts include: Recycling City managed drop-off site & recycling contract (92% participation). Drop-off day special collection event, oil recycling & holiday lights metal recycling. Organics & Composting City ordinance and education (20% participation). Organic recycling at PIC and PCC (ongoing). Compost barrel sales. Waste reduction Implementation of electronic plan review, online bill/fee payments, and electronic signature software. New cloud integration, task management software, and HR processes. Current initiatives: Organics at fire stations (occupied facilities) & organics drop-off site at recycling site. Salt recycling trial. New finance software & processes (digitizing procurement process, online budget books, etc.). 9 Tree & Vegetation Management Past & ongoing efforts include: Yard waste management. Tree protection and canopy management Treating EAB infected trees. Tree sale, including diversification of canopy inventory. Tree preservation ordinance. Current initiatives: Urban forestry plan. Yard waste site planning. Tree preservation ordinance update. Reviewing bee ordinance. 10 Water Protection & Conservation Past & ongoing efforts include: Protecting lakes and streams Removed impairments for Schmidt Lake, Bass Lake, & Pomerleau Lake. Removed all firefighting foam with PFAS from operations. Water quality projects with all four watersheds & water quality monitoring with Three Rivers Park District. Protecting drinking water Wellhead protection education, mailings, and investigations. Encouraging conservation of potable water Water rebate program (ongoing). Irrigation standards & monitoring. Rain barrel sales. Current initiatives: Chloride study and pilot project near Parker’s Lake. Four seasons wetland restoration & regional ponding study in City Center. Water efficiency project at Zachary WTP. Water rate tier review to encourage conservation (utility rate study). 11 Resilient Community Past & ongoing efforts include: Community Education: Plymouth Environmental Academy (ongoing). Education campaigns on community health (Plymouth news, pop-up events, etc.). Planning Park & trail development and maintenance. Small area planning and zoning to encourage walking/biking/transit. Using updated rainfall data in drainage design. Community Food Farmers market, chicken ordinance, fruit tree planting in park (Fazendin Park), community gardens. Heat island effect mitigation Removing impervious (Maple Creek Park area and Holly Lane) (ongoing with projects). Current initiatives: Organics education and effort to increase participation. Formal establishment of TOD development areas (City Center 2.0 & Station 73). Reviewing zoning ordinance to look for sustainable activity preventing code. Development of annual report and online dashboard. 12 Educational Campaigns 13 Launched Environmental Stewardship page in 2021. Next Steps: Develop annual report of progress and goals. Share what we are doing and how residents can help through interactive dashboard.
