Special Council Meeting
June 13, 2023
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. at Plymouth
City Hall, 3400 Plymouth Boulevard, on June 13, 2023.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Peterson, Willis, Gregor, Pointner, and
McGregor.
PLYMOUTH COUNCIL ABSENT: Councilmember Davis.
PLYMOUTH STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Safety Director
Fadden, Fire Chief Coppa, Director of Public Works Thompson, Deputy Public Works Director/City
Engineer LaBounty, Community and Economic Development Director Fernelius, Recreation Manager
Hemp, Human Resources Director Timpone, Assistant Finance Director Larson, Planning and
Development Manager McGuire, Senior Planner Drill, Management Intern Nwachi, and City
Clerk/Administrative Coordinator Gallup.
Plymouth Destination Marketing Organization (DMO) Business Plan
Deputy City Manager Solano and Recreation Manager Hemp provided an overview of the proposed
Destination Marketing Organization (DMO) business plan, which will be funded through the lodging
taxes collected by hotels within the community.
Council directed staff to move forward with the next steps as outlined in the business plan.
Former Four Seasons Mall Site, 4200 Lancaster Lane
Community and Economic Development Director Fernelius and Senior Planner Drill provided background
information on the Former Four Seasons Mall site and asked the council for direction on next steps.
Council directed staff to move forward with next steps to make the site more development ready.
Future study sessions
The following changes were made to future study sessions:
• Change start time of July 25 study session to 6 p.m.
• Schedule August 8 study session at 6 p.m. to discuss the request for a 4th sheet of ice at
Plymouth Ice Center.
• Schedule September 26 study session at 5 p.m. to discuss boards and commissions.
• Schedule October 10 study session at 5 p.m. to discuss the Special Assessment Policy.
Adjournment
Mayor Wosje adjourned the meeting at 6:45 p.m.
