R ESOLUTION N O. 2023-168
R ESOLUTION A PPROVING THE D ESIGN, B ID AND A UTHORIZE C ONSTRUCTION FOR THE
O LD R OCKFORD R OAD T RAIL (PR230001)
WHEREAS, Old Rockford Road from just east of Vicksburg Lane to Polaris Lane is identified as a
.30-mile trail gap; and
WHEREAS, trail construction will allow safe pedestrian and bicycle traffic along Old Rockford
Road between Vicksburg Lane and County Road 9; and
WHEREAS, on June 13, 2023 at 11 a.m. bids were publicly opened with a total of six bids
received; and
WHEREAS, Blackstone Contractors, LLC of Loretto, Minnesota is the lowest responsible bidder,
complying with the minimum qualifications; and
WHEREAS, staff is recommending awarding the bid to Blackstone Contractors, LLC; and
WHEREAS, if this project is awarded, construction is slated to begin on or around August 1, 2023
with substantial completion by September 29, 2023.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. The Mayor and City Manager are authorized and directed to enter into the contract
with Blackstone Contractors, LLC of Loretto, MN, in the name of the City of
Plymouth for the Old Rockford Road Trail Project in the amount of $198,886.41.
2. The total cost of the project is $228,719.37 and includes the improvements in the
amount of $198,886.41, design and administration in the amount of $9,944.32, and
10% contingency in the amount of $19,888.64.
BE IT FURTHER RESOLVED, that the project will be funded from the Park Dedication
Fund in the amount of $212,469.88 and the Water Fund in the amount of $16,249.49.
