1. ACTION REQUESTED:
Review the fee information provided and indicate if you want more information, research or
reconvene for further discussion.
2. BACKGROUND:
The 2010 goals adopted by the city council include a measure to protect Plymouth's strong
financial position. In part, the goal is to:
Maintain Plymouth's fiscal health by crafting a long-term revenue plan to ensure sustainable
operations at a fair and equitable tax rate.
The council set this session to begin review of the fees collected by the city for general fund and
other purposes.
In our current general fund budget, the breakdown of tax revenues is as follows:

Attached you will find comparative information with peer cities for city fees and an overview of
street lighting fees that were updated. The fee comparison is from the Metro Cities annual fee
survey.

Section 1016 - Park Facility Fees
1016.01. Fees are established for rental of park facilities
Subd. 1. Bass Lake Shelter.
a) Non-profit Plymouth groups, i.e., homeowner associations, boy scouts/girl
scouts, etc. may use the facility at no charge, but must pay a $200 building
deposit.
b) Private Plymouth parties will be charged a rental rate of $32/hour (plus
sales tax) and a $200 building deposit. The minimum rental period is one
hour. The building deposit will be returned within two weeks of the event
if no deductions are necessary and the key has been returned.
c) Non-residents will be charged a rental rate of $55/hour (plus sales tax) and
a $200 building deposit. The minimum rental period is one hour. The
building deposit will be returned within two weeks of the event if no
deductions are necessary and the key has been returned.
Subd. 2. Canoe Racks. Plymouth residents may apply for a rental space at either
Parkers Lake or Medicine Lake (available at the East Beach), beginning April 15. Non-
residents may apply after April 25. Spaces will be available for use May 1 through
October 15 for a fee of $45 for residents and $59 for non-residents. Renters must provide
their own locks and must accept all responsibility for vandalism or loss. Canoes still on
racks after October 15 may be impounded. A minimum service charge of $50 will be
required for owners to reclaim their watercraft. Further, in order to provide protected
storage space, such impoundment will include a minimum fee of $10 per month for each
month following impoundment.
Subd. 3. Hilde Performance Center.
The rental season for this facility is April 15 through October 15, weather permitting.

c) $475 plus tax for Non -Residents
d) For those groups having both garden ceremony and wedding reception at
the Plymouth Creek Center, the garden fee is reduced by $100.

Subject: Street lighting
Staff has been working on a review of the street lighting fees following a preliminary analysis that showed
the city was paying approximately $120,000 for street light bills more than it was collecting through utility
bills. Council was informed of the shortfall during the budget process last summer. The project was divided
into several phases to capture all revenue and to create a more efficient and fair billing process.
In June of 2008, staff completed a physical inventory of all the street lights throughout the city to ensure our
inventory matched the billing from Xcel and Wright -Hennepin. With the updated inventory, an analysis was
completed and found the following:
Discrepancies between properties and the billing associated with each account. There were a total of 333
accounts added in June of 2009 to bill for the next billing cycle (August 2009), resulting in an annual
revenue increase of $20,000.
Historically, the city only recovered the base cost of each light and a small administrative fee. Xcel and
Wright Hennepin bill a surcharge in addition to the base rate to the city. The surcharges increased
dramatically in the summer of 2007 to account for increased fuel prices. The surcharge rate fluctuates
from month-to-month, and an analysis was completed to identify an average rate based upon the past
year's data. These rates are updated for services beginning January of 2010 with first billing to occur
March 2010.
Our current Utility Billing system has 158 street light rates, 92 of which are active today. A revenue
analysis will be performed to reduce the number of rate classes and ensure that properties are billed
adequately and fairly and to determine the difference in revenue generated between the two structures. A
new rate structure would include a fixed class rate system that should reduce the number of rates to fewer
than 20. Fewer rates will increase billing efficiency, reduce ongoing rate maintenance and reduce
administrative costs.
Engineering continues to identify newer properties that have not had a street lighting public hearing.
Once the public hearing is held and Finance receives approval to move forward, billing will begin.
Currently, traffic signals and certain main thoroughfare lighting bills are paid out of the general fund. An
alternative is to establish a Street Light and Traffic Signal Utility so all benefitting properties would pay
their ongoing costs.
