ACTION REQUESTED: Provide staff direction for the pavement management program for 2010 and beyond. 2. BACKGROUND: On January 14, 2005, staff presented a comprehensive report to the City Council outlining alternatives to address declining street conditions. On May 17, 2005, staff followed up with a report seeking City Council direction on long term funding and assessment rates. The City Council gave staff direction to fund street improvements to a level that would maintain the current street condition index of 66. Staff has been proceeding with our pavement management program efforts based on this direction. The level of funding directed towards the various "mix -of -fixes" since the City Council provided this direction is has resulted in a current pavement condition of 61. Staff spent considerable time examining our current pavement management practices as well as those of a number of other communities throughout the United States. They also recently analyzed many of the elements of our pavement management program and will be suggesting some new direction for the fixture based on their findings. The new direction is a significant departure from the previous pavement management program and will require additional analysis if the City Council agrees with the new direction. We believe the new direction will result in making our long-term pavement management program more sustainable and have a greater impact than the current program. 3. BUDGET IMPACT: The Street Reconstruction Fund has a balance of $8,878,358 as of December 31, 2009. Additional financial analysis will be required to determine the impacts of the new pavement management program on the Street Reconstruction Fund. 4.
