Regular City Council Meeting
April 25, 2023
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on April 25, 2023.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, McGregor, Davis, Peterson, Pointner, and
Gregor.
COUNCIL ABSENT: None.
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Safety Director Fadden,
Public Works Director Thompson, Finance Director Rich, Community and Economic Development
Director Fernelius, Park and Recreation Director Tomlinson, Human Resources Director Timpone, Deputy
Public Works Director/City Engineer LaBounty, Ice Center Manager Halverson, Planning and
Development Manager McGuire, City Attorney Jamnik, and City Clerk/Administrative Coordinator
Gallup.
Plymouth Forum
Charles Dorland, 14530 Gleason Lake Drive, expressed his concern regarding the cost to residents for
street repairs and suggested the city pay a higher percentage and create a tiered system as it pertains to
roadway improvement.
Presentations and Public Information Announcements
(4.1) Hennepin County update from Commissioner Kevin Anderson
Hennepin County Commissioner Anderson updated the council on his goals and priorities such as
expansion of infrastructure investment, mental health, veteran housing, youth sports, outreach
programs, and the increased budget for Hennepin County.
Mayor Wosje thanked Commissioner Anderson for the update and expressed appreciation for all his
hard work.
(4.2) Wayzata Youth Hockey Association presentation of Donation for Plymouth Ice Center building
and equipment improvements
Jason Vinar, Wayzata Youth Hockey President, stated ice time is difficult to find and requested working
together with the city and the Parks and Recreation Advisory Commission to build a fourth sheet of ice.
Greg Gibson, Wayzata Youth Hockey past President, introduced the Junior Gold A team. The City

Council congratulated the Junior Gold A team. Mr. Gibson thanked everyone for the long‐term support
of youth hockey.
Approval of Agenda
Motion was made by Councilmember Pointner, and seconded by Councilmember McGregor, to approve
the agenda. With all members voting in favor, the motion carried.
Consent Agenda
Motion was made by Councilmember Willis, and seconded by Councilmember Pointner, to adopt the
Consent Agenda that included the following items:
(6.1) Council minutes from special meeting and regular meeting of April 11, 2023.
(6.2) Resolution approving disbursements ending April 14, 2023 (Res2023‐120).
(6.3) Resolution awarding contract for the Reservoir High Service Pumps 1, 2, and 3 Maintenance
Project (WA239004) (Res2023‐121).
(6.4) Resolution awarding contract for 2023 Vicksburg Lane Landscaping Improvements (ST230006)
(Res2023‐122).
(6.5) Resolution accepting donation from Wayzata Youth Hockey Association for Plymouth Ice Center
building and equipment improvements (Res2023‐123).
(6.6) Resolution approving an updated Joint Powers Agreement between the City of Plymouth and
the Cities of Maple Grove, Brooklyn Center, Brooklyn Park, Champlin, Crystal, New Hope and
Robbinsdale for Pets Under Police Security (PUPS) (Res2023‐124).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public improvement and assessment hearing and award contract for the 2023 Pavement
Rehabilitation Project (ST239002)
Deputy Public Works Director/City Engineer LaBounty presented this item and provided information on
the cost, street assessment policies, payment methods, and resident outreach. He stated if approved,
the contractor would begin in May with completion in early fall.
Mayor Wosje opened the public hearing.

Richard Hollander, 1850 Glacier Lane, inquired about property access and suggested website updates
regarding property changes.
Al Draves, 3763 Lawndale Lane N., expressed his concern regarding the cost of this project to the senior
community.
Lisa Anderson, 1935 Ithaca Lane N., inquired about possible changes to public transportation during this
time.
Arik Weix, representing Cornerstone, expressed his concern with the irrigation system and inquired
about a plan during the reconstruction.
Mayor Wosje closed the public hearing.
Deputy Public Works Director/City Engineer LaBounty provided the following information:
Property access will be available at the beginning and ending of each day
Door hangers will continue to be used for notifications
Updates will continue on the website
Provided details on assessment assistance
Motion was made by Councilmember Gregor and seconded by Councilmember Pointner, to adopt
resolution ordering improvement for the 2023 Street Rehabilitation Project (ST239002) (Res2023‐125),
resolution adopting assessments for 2023 Street Rehabilitation Project (ST239002) (Res2023‐126),
resolution awarding contract for 2023 Street Rehabilitation Project (ST239002) (Res2023‐127). With all
members voting in favor, the motion carried.
(7.2) Adopt ordinance amending Section 807 of the Plymouth City Code concerning vegetation
management and resolution approving summary publication of said ordinance
Parks and Recreation Director Tomlinson presented this item and provided background information on
nuisance vegetation, complaint system, and proposing this enforcement to the Community Service
Officers within the Police Department.
In response to questions from the council, Parks and Recreation Director Tomlinson provided the
number of complaints and reviewed the timeline for residents with a violation.
Public Safety Director Fadden stated the community service officers already do code enforcement so
this will not add too much to their workload. This policy change will also allow the community service
officers to issue citations and proceed accordingly.
Motion was made by Councilmember Willis and seconded by Councilmember Davis, to adopt ordinance
amending Section 807 of the Plymouth City Code concerning vegetation management (Ord2023‐03),
resolution approving summary publication of Ordinance No. 2023‐03 (Res 2023‐128). With all members
voting in favor, the motion carried.

General Business
(8.1) Award contract and approve supplemental agreement for the Chankahda Trail Reconstruction
Project ‐ Phase 2 (ST230002)
Public Works Director Thompson presented this item and reviewed previous phase details.
In response to questions from the council, Public Works Director Thompson provided the following
information:
If approved, contractor will begin next week

Motion was made by Councilmember Gregor, and seconded by Councilmember McGregor, to adopt
resolution awarding contract and approving supplemental agreement for Chankahda Trail
Reconstruction Project – Phase 2 (ST230002) (Res2023‐129). With all members voting in favor, the
motion carried.
(8.2) Receive update on Planning Commission Work Program
Planning and Development Manager McGuire and Planning Commission Chair Boo presented this item
and provided roles and responsibilities of the Planning Commission.
Planning Commission Chair Boo also provided a brief review on the work program items, 2023 calendar
of events, parking concerns, and ways for City Council and commissions to be consistent moving
forward.
(8.3) Approve council strategic themes and shared commitments
Mayor Wosje stated a strategic workshop was held on January 21, 2023. City Council and staff generated
four strategic themes for the next 2‐3 years. These themes are as follows:
City Center Reimagined
Redevelopment Vision for long range projects
Environmental stewardship
Be the City of Choice
Motion was made by Councilmember Davis, and seconded by Councilmember Willis, to approve council
strategic themes and shared commitments. With all members voting in favor, the motion carried.
Reports and Staff Recommendations
City Manager Callister shared an update from the Senate.
