Adjourn Agenda Number: 2 CI'T'Y OF PLYMOUTH CITY COUNCIL AGENDA REPORT i'& TO: Laurie Ahrens, City ManageFROM: Sandy Engdahl, City Clerk, th Cal Portner, Administrative Services Director SUBJECT: Canvass Results of November 4 General Election DATE: November 7, 2008 for Special Council Meeting of November 10, 2008 1. ACTION REQUESTED: Adopt the attached resolution canvassing the local returns of the November 4 General Election and declaring the results of the election. 2. BACKGROUND: The General Election was held on November 4, 2008. Several local offices were on the ballot. State law provides that within seven days after an election, the governing body shall canvass the returns and declare the results of the election. The City Council must act on this item at the November 10 meeting. I would like to highlight a few facts regarding this election: A. Number of Registered Voters. Prior to the polls opening at 7:00 a.m., the City had a registered voter count of 46,118. There were a total of 7,422 new registrations on election day. Of the 53,540 registered voters, 43,219 voters cast a ballot for a 80.7% voter turnout. This was slightly lower than the 2004 Presidential Election, where the City had 84.7% voter turnout. B. Number of Absentee Voters. The City issued 7,533 absentee ballots, which was approximately 14% of the registered voters. In 2004 Presidential Election, 11 % of the registered voters cast an absentee ballot. Due to the number of absentee ballots and the anticipated high voter turnout, the absentees were processed after the polls closed. C. Number of Election Judges. Staff recruited and trained approximately 425 election judges which included 25 student election judges. Unlike previous years, there were enough election judges to work at all the polling Iocations. D. Tabulation of Results. Due to a Hennepin County programming error, the precincts weren't able to transmit results directly from the polling locations. The City served as a central transmitting location, not only for the City's precincts, but for precincts from other municipalities. This created an unusual delay in the results being transmitted to the County's website. E. School District Referendums. Of the four school districts in Plymouth, two of the school districts, Osseo and Robbinsdale, had questions on the ballots. This created additional ballot styles for 10 precincts due to precincts having split school districts. Election judges were provided additional training and other measures were taken to insure that voters received the Page correct ballots. Three voters indicated they had received the incorrect ballot, and this was after they had cast their ballots. Employees from Administrative Services, Engineering, Public Works, Police, and Community Development provided assistance in delivering supplies and equipment, processing absentee ballots, delivering absentee ballots, and campaign sign enforcement. 3. RECOMMENDATION. Adopt the attached resolution canvassing the returns of the November 4 General Election and declaring the results of the election.
