Adj ourn DATE: January 4, 2007 TO: Laurie Ahrens, City Manager FROM: Doran Cote, P.E., Director of Public Works SUBJECT: TH 55 ENVIRONMENTAL ASSESSMENT As you know, MnDOT through Hennepin County and Wright County are currently conducting an Environmental Assessment (EA) for the TH 55 corridor from I-494 to the Crow River in Rockford. The EA is an effort supported by federal funding obtained by the Highway 55 Coalition for official mapping, preliminary engineering and environmental studies. There is no funding available or programmed in the Metropolitan Council's 2007-2010 Transportation Improvement Program (TIP) for actual improvements to TH 55 other than a mill and overlay in 2008. In fact, nothing is identified in the TIP for TH 55 in the 2009-2030 expansion projects. As part of the EA work plan, the County's consultant was charged with investigating the best options for adding capacity to the existing four -lane section of TH 55 in Medina / Plymouth, including analysis of a six -lane at -grade facility and exploration of a grade -separated option and potential interchanges. The consultant, in cooperation with MnDOT and the Counties are to coordinate with local project partners to develop a preferred alternative and conduct the environmental analysis. On Wednesday, January 3, 2007, the City received two large -format alternative layouts for possible capacity improvements to TH 55. In accordance with the EA work plan described above, the consultant developed a six -lane alternative that maintains all current at -grade intersections as well as a grade separated alternative with limited interchange locations. Staff has not had the opportunity to review the plans in detail but the following summarizes some of the important aspects of each alternative: The six -lane alternative, which contemplates a raised median, can be constructed almost entirely within existing right-of-way. The existing signalized intersections remain and according to the operational analysis, are the limiting factor on capacity. TH 55 Environmental Assessment Page 2 The grade -separated option only contemplates a four -lane roadway, however, with the elimination of at -grade intersections, the resulting capacity can accommodate traffic projections. In order to accommodate grade separated intersections at Fembrook Lane, Vicksburg Lane, and Niagara Lane the ramping movements onto and off of TH 55 must be accounted for at new locations resulting in impacts to properties on Harbor Lane, Glacier Lane and at Plymouth Boulevard. The grade separation at Vicksburg Lane could accommodate a pedestrian facility The purpose of the study session on January 9, 2007, is for MnDOT and the Counties to present the alternatives and, in accordance with the EA work plan, coordinate with the City of Plymouth to develop a preferred alternative upon which to conduct the EA. Copies of both alternatives are available in the City Council library for the City Council to review prior to the meeting. I would also make myself available to meet with Councilmembers to review the alternatives as, they desire.
