SUBJECT: Discuss Board and Commission Vacancies and Organizational Issues
Boards and Commissions
Each year, the City Council makes appointments to various advisory boards and commissions. In
addition to appointments, changes are occasionally made with respect to the composition, mission or
charge of a commission. In a few cases, commissions have been disbanded (Board of Zoning
Adjustments and Appeals; Financial Advisory Commission; Public Safety Advisory Board). In your
packet are the current rosters for each advisory commission. We have indicated the initial appointment
date, the attendance percentage for 2006, and requests for reappointment. When considering the
reappointment requests, the Council may wish to consider the established policies on Performance
Standards for Boards and Commission Members and Term Limits, shown below:
Performance Standards for Board and Commission Members
The Council will annually review board and commission members on the following:
1. A minimum of 80 percent annual attendance at meetings and work sessions.
2. Commissioners spend from 10 to 40 hours per month as needed for commission
preparation and meeting attendance.
3. Consistent active participation in meetings which demonstrates completion of:
background research, site visits, and reading all report materials to gain an understanding
of the issues before the commission.
4. Behavior confines that the commissioner understands that the role of the commission is
advisory by statute and not policy making.
5. In all decisions the commissioner considers overall benefit to the City, not parochial
considerations.
6. The commissioner displays an understanding that Council may take final action which
varies from Commission recommendations after consideration and deliberation.
Length of Terms and Maximum Service
The Council recognizes that there is a need for reasonable continuity on its permanent boards
and commissions, and to a lesser degree, other bodies which generally tend to be appointed for
specific tasks. The Council also recognizes that there exists in the community a reservoir of
citizen talent willing to serve on boards, commissions, and connnittees. In order to strike a
balance between continuity of membership and providing additional opportunities for volunteer
service, the Council has detennined that appointments to its boards, commissions, and
committees shall be for a maximum of two consecutive terms, not to exceed six years.
Staff was also invited to make recommendations related to the boards and commissions. These
comments are based on the amount of staff support time required in correlation to the effectiveness of
the commission, as well as general observations about each commission.
First, the Council may wish to generally consider the issue of youth members. A Youth Advisory
Council has been in existence for some time. Subsequently, youth members were also appointed to
several existing commissions. There have been some issues with attendance and participation among
the youth members. Also, the role of the Youth Advisory Council to review all City Council issues has
been somewhat diminished, or perhaps duplicated, by also having youth serve on the Human Rights
Commission, Environmental Quality Commission, and the Park & Recreation Advisory Commission.
No specific change is recommended —just food for thought. The youth members are interested in
serving and have good ideas, but do not tend to participate actively in the larger groups.
Planning Commission
Composition: 7 members (4 from wards; 3 at -large).
Park and Recreation Advisory Commission
Composition: 9 members (4 from wards, 3 at -large, 2 youth)
Environmental Quality Committee
Composition: 9 members (4 from wards; 3 at -large; 2 youth).
Challenges: Mission is very broad and staff has had difficulty carrying out existing day-to-day
work and projects directed by the Council because there have been so many new ideas and research
requested by the EQC. Staff has encouraged the EQC to adopt a more specific work plan and agenda,
which they have done (see attached), and to take on one new idea at a time. This has helped a great
deal to direct the work and to allow staff to accomplish it within existing resources.
Housing and Redevelopment Authority
Composition: 5 members with 5 -year terns
Human Rights Commission
Composition: 15 members (4 from wards; 3 at -large; 4 appointed by school districts; 4
students)
Challenges:
A quorum is difficult to obtain every meeting.
Commission is too large.
Student members rarely attend any meetings; they hold a separate meeting a few times to
plan one event per year.
The commissioners have many grand ideas for events, but little willingness to plan, carry
out, or attend. Two years Homing, the commission has hosted a Human Rights Day event
with speakers, food, and entertainment, with 6 or less people attending.
The commissioners expect that school district appointees will be Rill working members of
commission. Thus, school districts are reluctant to make appointments, and this has caused
conflict with two of our school districts.
Commissioners are reluctant to work on any assigned/intervention issues or to participate in
human rights activities within the community sponsored by others (library, churches,
schools, other commissions). They duplicate events that are already held in the community.
It would be useful to staff, particularly the police department, if commissioners were
representative or connected with specific groups in the community; however, this has not
occurred.
Recommendations: Reduce size of commission. The PRAC or EQC membership model may
be good to try (9 members; 4 from wards, 3 at -large, 2 youth). Either reduce the number of youth
members to 2 or eliminate youth and transfer the youth project to the Youth Advisory Council to
coordinate in conjunction with the Commission. Change the 4 school district appointees to non-voting
this is supported by Wayzata, Robbinsdale, and Osseo districts).
Plymouth Advisory Committee on Transit
Composition: 7 members, at least 4 of whom are regular transit users.
Challenges: This group tends to want to solely monitor customer service. The CCR has done a
great job in recent years of getting this group to look at more global issues of funding, service levels,
routes — something more than, "Bus #772 was 5 minutes early at a particular stop this morning." This
commission is the strongest that it has been in years.
Youth Advisory Council
Composition: 11 members (4 from wards; 7 at -large).
Challenges:
A quorum is difficult to obtain every meeting.
The group likes to meet 2-3 times per month.
The Youth Advisory Council has evolved into a group planning three events per year --
Youth Leadership Conference, Youth Service Awards (not successful in recent years), and
Youth Town Forum. Some years they have also proposed the Intergenerational Forum,
handled by our Recreation Division.
Recommendation: Consider reducing to 7 or 9 members. Also, consider appointing youth who
are not already involved in multiple activities so that the Youth Advisory Council can take a higher
priority. Just like the Human Rights Commission, it has been a struggle to get many of the members to
attend their own planned events.
Deputy Mayor
The City Charter and City Code require that the Council choose a Deputy Mayor from among its
members at or before the first regular meeting of each year. The Deputy Mayor performs the duties of
the Mayor during the disability or absence of the Mayor from the City or, in case of a vacancy in the
office of Mayor, until a successor has been appointed and qualifies for office. Typically, the mayor -
elect nominates a member for the Council's consideration.
S eatin
The Council may wish to discuss the seating arrangement at the dais. There is no specified seating
order. In the past, ward order from left to right, requests of members, and seniority has been
considered.
Blackberries
We have received requests from two members for Blackberry PDAs. Jean McGann has supplied some
cost information, which is attached. Please advise if some or all of you are interested in these.
Other
If there are other changes you desire in terms of agenda order, meeting issues, packet delivery, etc.,
please advise.

Each year the Council appoints Council Coordinating Representatives (CCRs), staff and citizen
representatives to advisory boards/commissions and to outside agencies. The following preferences

SUBJECT: SUMMARY OF THE APRIL 10, 2006 MEETING
Thank you for allowing us to share with you the Water Resources Activities Update and for your
willingness to recognize the resources devoted to implementing the plans that the EQC was
instrumental in developing. My recollection of the discussion at the meeting is that the EQC will
host the EPA Phase II Public Information Meeting on May 10, 2006 at 6:00 pm. The meeting
will be an open house format held outside the conference room adjacent to the City Council
Chambers. The EQC further discussed the concept of holding roundtable type discussions
possibly in lieu of regular EQC meetings, the first of which would also be May 10, 2006, in the
conference room adjacent to the City Council Chambers.
From the discussion last evening, there was an apparent consensus amongst the majority of the
EQC members that the following ordinances should be studied further:
Section 526 — Erosion Control
Section 725 — Storm Drainage Systems
Other ordinances discussed with one or two commissioners desirous of further study included:
Section 530 — Tree Preservation
Section 600 — Garbage and Rubbish Disposal
Section 811 — Natural Preserves
Section 2020 — Nuisances, Shade Tree Disease Control
In order to facilitate productive discussion and allow staff to assist the EQC with their
deliberations, we would suggest that the EQC adopt a study session philosophy similar to the
City Council's while adhering to one meeting per month maximum and eliminating meetings
when the agenda items are limited or not time sensitive.
To that end, we would suggest that the May 10, 2006 agenda be prepared in a study session
format with Sections 526 and 527 of the City Code on the agenda for discussion. Another item

on the agenda- will be to set the future study session agendas. The list of future agenda iterns will
include the remaining items listed above as well as lighting issues and the Zoning Ordinance.
Items should only be scheduled with affirmative requests from at least three commissioners.
Agenda items should be limited to two or three to allow for thorough discussion. Setting the
agenda will allow the appropriate staff to attend the study sessions. Staff will provide resource
materials and relevant supporting data and information, but will limit preparation of agenda
materials on new issues as much as possible, This process should allow the EQC to have a more
in-depth discussion while reducing staff time devoted to agenda preparation. Thank you for your

1. PROPOSED ACTION
Review and discuss Council communication needs.
2. BACKGROUND
Several Council members have inquired about the possibility of having the city provide
blackberries to Council and if the City has the ability to forward phone calls from the City
system to personal phones.
Staff has identified the specific costs and requirements related to both requests. The cost of a
single blackberry with text (e-mail) only is outlined below,
Blackberry device $250.00 (without any promotional deal)
Net work license 250.00
Monthly fee 35.00
The IT budget would pay for the device and the network license. The Council budget would be
responsible for the monthly fee. The total cost for one year of blackberry service (e-mail) only
would be $420.00.
There has also been an inquiry if the City phone can be automatically forwarded to a personal
phone. This can be done and would require some programming at the City's main telephone
switchbox. When calls come into the City phone system, they would automatically be forwarded
to your personal phone. If you are not available to answer your phone, it goes into your personal
voice mail. The only exception to this is if a broadcast message is delivered (message to 2 or
more people at one time). When this occurs, the message stays on the City phone.
3. CONCLUSION
Staff continues to evaluate all communication needs as well as the cost associated with this. If
Council would like to obtain blackberries or change the way phone services are delivered, staff
will initiate this process and have it available during the first part of January, 2007.

SUBJECT: Set Future Study Sessions

1. ACTION REQUESTED: Review the pending study session topics list and set study
sessions.
2. BACKGROUND: There are several requests to consider:
MnDOT and Hennepin County representatives have requested a study session with
the City Council on January 9 to discuss future capacity improvements of Highway 55
in Plymouth and alternatives to be examined in the environmental documents.
The Council annually conducts a Board and Cominission Recognition Event.
Available dates are February 15, March 15, and March 22.
A memo from Volunteer Coordinator Nancy Anderson is attached relating to the 2007
Volunteer Recognition event. Available dates are October 16, 25, 30, or November 1.
The Council should consider a date to discuss 2007-08 Goals, as well as Legislative
Priorities. This could be done as a typical Tuesday study session, a longer Saturday
session, or with a facilitator.
Attached are calendars to assist in scheduling, along with the list of pending study topics.

SUBJECT: Volunteer Recognition Event
History
Each fall Volunteer Services hosts a volunteer recognition event to recognize and thank
the volunteers who partnered with the City in the past year. This event, which started out
as an afternoon ice cream social at Parkers Lake Pavilion, has evolved into an event held
at Plymouth Creek Center and includes entertainment, a buffet dinner, and door prizes. It
is an event that volunteers anticipate.
Plamling Background
Scheduling the event has always been challenging because of the paucity of available
dates on the city calendar. I always try to schedule it on a night when there are no official
city meetings, but the date has sometimes conflicted with HRA meetings. Tuesdays or
Thursdays have proven to be the best nights for volunteer attendance. Monday is not
good since people don't remember to attend after a weekend, and Wednesdays are
church night. Another complicating factor is that the event .must be scheduled after the
completion of the soccer season so soccer coaches are able to attend.
Recommendation
To alleviate fixture scheduling problems, I am reconunending that the city council look at
2007 available dates and make a selection of the best date. I have attached a sheet tivith
known available dates for next year's event. Once you have chosen a date, I will schedule
the room at Plymouth Creels Center, schedule the entertairunent, and work with my event
plaruling committee to design an outstanding event.
