2. PUBLIC FORUM—Individuals may address the Commission about any item not contained on the
regular agenda. A maximum of 15 minutes is allotted for the Forum. If the full 15 minutes are not needed
for the Forum, the Commission will continue with the agenda. The Commission will take no official
action on items discussed at the Forum, with the exception of referral to staff for future reports.

Construction begins on Highway 169,
County Road 9 bridge and interchange

Closures expected at the Plymouth and New Hope border, one month at a time
Construction of the Highway 169 and County Road 9 bridge and interchange began on April 10,
and will continue in various stages until the fall of 2023, according to the City of New Hope. The
project will include a complete replacement of the bridge and interchange at the intersection,
which serves as a border for the cities of New Hope and Plymouth. Work will be conducted by
MnDOT.
According to the city, the project will include improvements to the intersection. That means
“additional turn lanes and ramp lanes, adding two new signal systems, replacing existing signals
at Nathan Lane and Gettysburg Avenue, (and) adding a new bike and pedestrian trail on both
sides of the new bridge.”
Road closures are expected.
According to the Minnesota Department of Transportation website, “The intersections at
Nathan and Lancaster Lane and Gettysburg Avenue will each close for about a month, but not
at the same time.”
MnDOT reported that its goals of the project include “Replac(ing) the old bridge with a new,
wider bridge; Rebuilding the interchange from a full diamond into a folded diamond layout;
Adding additional turn lanes and ramp lanes for drivers; Adding new signal systems; Replacing
existing signals at Nathan Lane and Gettysburg Avenue; Adding new pedestrian and bike trails
on both sides of Rockford Road for better and safer connection for Plymouth and New Hope
pedestrians and bicyclists”
According to the City of New Hope, detours will be available at each stage of the project. These
will include Winnetka Avenue, Bass Lake Road, and Northwest Boulevard. In addition, it reports
that all nearby businesses will remain accessible through the construction process.
The northbound detour from Highway 169 will run from westbound I-394, to northbound I-494,
and then to eastbound I-694 and I-94.

The southbound Highway 169 detour will run from westbound I-694 and I-94, to southbound I-
494, and then to westbound I-394.
MnDOT reports that “all traffic impacts are tentative and weather dependent.”
Construction begins with a closure going into effect one day after the date of this publication,
though it is not expected to last long.
According to the City of New Hope, “There will be a full closure of Highway 169 in both
directions between I-394 and I-94/I-694 starting at 10 p.m. Friday, April 14, through 5 a.m.
Monday, April 17. Crews will use the weekend closure to remove the old bridge and begin
building a new one.”

So far, they have achieved their distinctive architectural style by recycling a
former Applebee’s Neighborhood Grill in Lakeville, a former Grizzly’s Wood-
Fired Grill in Plymouth and a former Outback Steakhouse in Eau Claire,

Wisconsin. Now they’ve spent $2.35 million to buy a former Perkins
Restaurant & Bakery at 7325 Currell Blvd. in Woodbury for their newest
location, set to open next fall.

The buyer is an entity of Lincoln Hospitality Group, launched in 2008 by
brothers Matt, Kent and Kevin Letnes. They learned the business from their
father and uncle, who started their own business in 1975.
The brothers, who are based in Plymouth, have developed three brands:
Northern Taphouse, Omaha Taphouse and Milwaukee Burger Company. They
have 13 locations in Minnesota, Wisconsin and Nebraska, but now are
focusing on the Twin Cities. The brothers often work together but Kent Letnes
said he and Matt are tackling Woodbury because Kevin is growing his own
business, the first Twin Cities site of Game Show Battle Rooms, located in
Golden Valley.
“It will need a fair amount of work,” Kent Letnes said of the 6,033-square-foot
Woodbury building, developed in 1997 on 1.63 acres on the north side of
Valley Creek Road, east of Interstate 494. The price works out toa $389.52 per
square foot.

Plymouth offers free steering wheel locks
for Kia, Hyundai vehicles

The Plymouth Public Safety Department is offering free steering wheel locks to Plymouth
residents who own or lease select Kia and Hyundai vehicles.
Locks are available for pickup 8 a.m. to 4:30 p.m. Monday through Friday at the Plymouth
Public Safety Building, 3400 Plymouth Blvd.
To be eligible, residents must own or lease a Kia or Hyundai vehicle manufactured between
2011 and 2021 with steel-key and turn-to-start ignitions. Some of these vehicles have become a
target for thefts following the release of a popular social media video that showcased a
vulnerability related to the ignition. Push-to-start models have not been impacted.
To pick up a lock, residents must provide proof of residency (photo ID, driver’s license, utility
bill, etc.) and vehicle insurance. Locks are available while supplies last. For more information,

According to the National Highway Traffic Safety Administration, Kia and Hyundai have
developed theft-deterrent software that will be made available to vehicle owners at no charge.

A group of out-of-state investors has purchased a shopping center at Interstate
494 and County Road 9 in Plymouth.
Through two recently-formed limited liability companies, the investors paid $9.4
million in March to acquire the Plymouth Collection properties, located at 4120-
4130 Berkshire Lane, from Oak Brook, Ill.-based IRC Retail Centers, according to
a public filing with the Minnesota Department of Revenue.
Hennepin County property records indicate that Plymouth Collection last sold for
more than $6.6 million in early 1999, the year after it was built.
The 46,000-square-foot shopping center comes with a 5,000-square-foot outlot
building occupied by local Western-themed bar chain Cowboy Jack's. Other

tenants include Golf Galaxy, Haskell's Wine & Spirits and Dollar Tree. Party City
and Caribou Coffee were past tenants.
The public filing lists Jorge Joya, president of California-based Roofcorp of
America, as the contact for one of the LLCs that bought Plymouth Collection. He
told the Business Journal on Tuesday that some of the investors work for
Roofcorp, but the company wasn't directly involved in the purchase.
"The partners involved in the purchase of the property made the decision to
invest in the shopping center based on its strong location and potential for
growth in the area," Joya said in an email. "While the partners' professional
backgrounds may have influenced their decision to invest, it was not a deciding
factor in the purchase."
The seller, IRC Retail Centers, is part of New York-based private equity firm DRA
Advisors, whose portfolio includes Burnsville Crossing, Wells Fargo Plaza in
Bloomington, Apache Shoppes in Rochester and 17 other retail, office, industrial
and multi-family properties in Minnesota, according to its website.
In early March 2020, right as the pandemic's impacts began, IRC Retail
Centers offloaded six Twin Cities shopping centers, including The Quarry in
Northeast Minneapolis, as part of a larger, $201 million portfolio sale.

Primavera, Plymouth’s annual springtime celebration of the arts, will be April 21-23 at the
Plymouth Community Center, 14800 34th Ave. N.
A partnership of the City of Plymouth and Plymouth Arts Council, this free three-day event
provides an opportunity for the public to view and celebrate fine art. Original juried artwork by
local and regional artists, as well as artwork by Plymouth area high school students, will be
featured in the art gallery and a nearby classroom at the community center.
The Primavera event schedule is as follows:
