HomeMy WebLinkAboutCity Council Resolution 2023-104 C ITY OF P LYMOUTH R ESOLUTION N O. 2023-104 R ESOLUTION APPROVING THE APPLICATION AND ALLOCATION OF FISCAL YEAR 2023 C OMMUNITY D EVELOPMENT B LOCK G RANT PROGRAM FUNDS WHEREAS, the City of Plymouth is eligible to apply to the U.S. Department of Housing and Urban Development (HUD) for 2023 funding for the Community Development Block Grant (CDBG) program; and WHEREAS, on March 23, 2022, the Plymouth Housing and Redevelopment Authority held a duly constituted public hearing to allow interested parties to express their opinions regarding the allocation of funds for the 2023 CDBG Program Year; and WHEREAS, the City Council has reviewed the recommendations of the Housing and Redevelopment Authority regarding the proposed activities and allocation of CDBG funds for Program Year 2023. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it hereby authorizes the city manager to submit to the U.S. Department of Housing and Urban Development the application and all required documents for participation in the 2023 Community Development Block Grant Program Year and approves the allocation for the following projects in the respective proposed amounts: HRA Programs and Administration Housing Rehabilitation Loan Program $101,452 First Time Homebuyer Loan Program $43,900 Administration $24,000 Sub-Total of HRA Programs and Administration $169,352 Externally Administered Programs Hammer Residences $49,100 Community Land Trust $70,000 Lutheran Social Services of Minnesota $5,000 Fair Housing Activities $2,500 Sub-Total of Externally Administered Programs $126,600 Public Service Programs People Responding in Social Ministry (PRISM) $18,000 HOME Line $14,000 Interfaith Outreach $8,000 Senior Community Services (SCS) $16,500 Sub Total of Public Service Programs $56,500 Total 2023 CDBG Allocation $352,452 Resolution 2023-104 Page 2 BE IT FURTHER RESOLVED, that all CDBG program income may be used to cover expenses generated in any existing CDBG program or activity and not just expenses related to the activity generating the income. BE IT FURTHER RESOLVED, that all unexpended 2022 CDBG funds be allocated to the same program activity in 2023. APPROVED by the City Council on this 11th day of April, 2023.
