Special Council Meeting
March 14, 2023
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. at Plymouth
City Hall, 3400 Plymouth Boulevard, on March 14, 2023.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers McGregor, Peterson, Willis, Gregor,
Pointner, Davis.
PLYMOUTH COUNCIL ABSENT: None.
PLYMOUTH STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Works Director
Thompson, Park and Recreation Director Tomlinson, Public Safety Director Fadden, Fire Chief Coppa,
Human Resources Director Timpone, Finance Director Rich, Community and Economic Development
Director Fernelius, Planning and Development Manager McGuire, Senior Planner Drill, and City
Clerk/Administrative Coordinator Gallup.
Council Strategic Workshop follow-up
Council reviewed, discussed and agreed upon the shared commitments and strategic themes, which
were drafted during the January 21 workshop.
Receive update on the Former Prudential Site
Planning and Development Manager McGuire provided background information on the site and
presented an updated concept plan.
Dan Salzer with Scannell Properties and Andy Bollig with Roers Company answered questions regarding
the updated concept plan.
Council provided feedback.
The meeting recessed at 7 p.m. to move to the regular City Council meeting.
The meeting reconvened at 8:41 p.m.
Future Study Sessions
The following changes were made to future study sessions:
Schedule Plymouth Destination Marketing Organization (DMO) discussion on May 23 at 5 p.m.
Schedule board and commission involvement with council discussion and beekeeping
regulations discussion on June 13 at 5 p.m.
Add Accessible Dwelling Units (ADUs) and Green Steps/sustainability to future pending study
sessions list with date to be determined.
