Regular City Council Meeting
February 28, 2023
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on February 28, 2023.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Gregor, McGregor, Pointner, Davis, and
Peterson.
COUNCIL ABSENT: None.
STAFF PRESENT: City Manager Callister, Public Safety Director Fadden, Fire Chief Coppa, Public Works
Director Thompson, Finance Director Rich, Human Resources Director Timpone, Community and
Economic Development Director Fernelius, Recreation Manager Hemp, City Attorney Mattick, and City
Clerk/Administrative Coordinator Gallup.
Plymouth Forum
Dee Solarz, 415 Merrimac Lane N., suggested the City of Plymouth add resources on its website
regarding pro‐life options. She also spoke on the subject of racism and the DEI position and in support of
the Asian Fair.
Presentations and Public Information Announcements
(4.1) Recognize Board and Commission Members (Mayor Jeff Wosje)
Mayor Wosje recognized, congratulated, and provided certificates to commission and board members
who ended their terms. He also thanked City staff for their hard work during last week’s snowstorm.
(4.2) Update on Fire Truck Donation Discussion
Mayor Wosje noted in January, Rotary District 5950 requested the donation of a retiring fire truck,
Ladder 31, to be sent to Ukraine. The Rotary formally withdrew their request due to the cost of Ladder
Truck 31 so it will not be discussed at this meeting, as previously scheduled.
Approval of Agenda
Motion was made by Councilmember Davis, and seconded by Councilmember Pointner, to approve the
agenda. With all members voting in favor, the motion carried.

Consent Agenda
Motion was made by Councilmember Davis, and seconded by Councilmember Gregor, to adopt the
Consent Agenda that included the following items:
(6.1) Council Minutes from Special Meeting and Regular Meeting of February 14, 2023.
(6.2) Resolution Approving Disbursements ending February 17, 2023 (Res2023‐058).
(6.3) Resolution Approving the Consumption and Display Permit Application of Absheron Palace LLC,
10760 Highway 55 (Res2023‐059).
(6.4) Resolution Designating Municipal State Aid Streets Addition of MSAS 211 – Pilgrim Lane From
36th Avenue to Lancaster Lane (Res2023‐060).
(6.5) Accept 2022 Annual Report and 2023 Work Plan for the Environmental Quality Committee.
(6.6) Resolution Approving Hot Mix Asphalt Prices for 2023 (Res2023‐061).
(6.7) Resolution Approving Purchase of Quad Axle Dump Truck (Res2023‐062).
(6.8) Resolution Approving Purchase of a Snow Removal Sidewalk Machine to Support Snow Removal
Operations (Res2023‐063).
(6.9) Resolution Approving a Variance to the Side Yard Setback to Allow a Home Addition for Property
Located at 2950 Larch Lane North (2022092) (Res2023‐064).
(6.10) Resolution Approving Preliminary and Final Plat for Lake West Development, LLC for “Fretham
24th Second Addition” Located South of Highway 55 on the West Side of Cottonwood Lane (2023003)
(Res2023‐065).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public Hearing on Partial Easement Vacation of Lot 13 Block 1, Mission Ponds
Public Works Director Thompson presented this item and requested Council open and hold the public
hearing over until March 14, 2023.
Mayor Wosje opened the public hearing and continued it to March 14, 2023.
General Business
(8.1) Approve Adjusted 2023‐2032 Capital Improvement Plan

Finance Director Rich presented this item and stated the Projects by Department and Projects by
Funding Source were realigned to match within the 2023‐2032 Capital Improvement Plan. Finance
Director Rich stated all documents are in the packet and noted there is no impact on the tax levy or
adopted budget to bring these reports into alignment.
Motion was made by Councilmember Willis and seconded by Councilmember Davis, to adopt Resolution
Approving an Adjusted 2023‐2032 Capital Improvement Plan (Res2023‐066). With all members voting in
favor, the motion carried.
Reports and Staff Recommendations
There were no Reports and Staff Recommendations.
Adjournment
Mayor Wosje adjourned the regular meeting at 7:19 p.m.
