R ESOLUTION O RDERING P REPARATION OF AN A LTERNATIVE U RBAN A REAWIDE R EVIEW
(AUAR) FOR THE FORMER P RUDENTIAL I NSURANCE O FFICE C AMPUS SITE, 13001
C OUNTY R OAD 10 (2022 083)
WHEREAS, The City of Plymouth has determined that the land uses and densities for proposed
redevelopment of the former Prudential Insurance Office Campus site by Scannell Properties into a
mixed-use development requires Environmental Review pursuant to Minnesota Rules Chapter 4410; and
WHEREAS, Minnesota Rules Chapter 4410.3610 provides for a substitute form of Environmental
Review known as an Alternative Urban Areawide Review (AUAR) process; and
WHEREAS, the AUAR process allows for the environmental review of development and
redevelopment proposals and their associated infrastructure within a particular geographic area if the
local government has an adopted Comprehensive Plan; and
WHEREAS, the City of Plymouth has an adopted Comprehensive Plan that identifies future
growth and development in the study area; and
WHEREAS, the City recognizes the need to begin planning for future redevelopment of land
identified in the study area so a coherent community results over the long term and infrastructure
facilities are utilized in the most efficient manner; and
WHEREAS, the City of Plymouth is the Responsible Governmental Unit (RGU) pursuant to
Minnesota Rules Part 4410.3610 Subp. 1; and
WHEREAS, the City of Plymouth anticipates future redevelopment of the Prudential Insurance
Office Campus site; and
WHEREAS, the study area comprises 76.2 acres bounded by County Road 10 (Bass Lake Road) on
the north, I-494 on the west, County Road 61 (Northwest Boulevard) on the east, and Chankahda Trail
on the south; and

WHEREAS, two development scenarios have been identified to be evaluated as part of the AUAR
as follows:
Scenario 1: Reguide/redevelop site for up to 700,000 square feet of business park/retail uses
and up to 1,320 apartment-style residential units.
Scenario 2: Maintain current CO (commercial office) guiding for the existing 450,000 square
foot office building and for up to 780,500 square feet of additional Business Park uses.
WHEREAS, the City Council deems an AUAR, as provided for in the Minnesota Environmental
Review Program, to be the most appropriate form of environmental review for the former Prudential
Insurance Office Campus site.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that it should and hereby does order the preparation of an Alternative Urban Areawide
Review (AUAR) for the former Prudential Insurance Office Campus site located at 13001 County Road
10.
