R ESOLUTION A PPROVING THE B ID AND A UTHORIZING C ONSTRUCTION FOR THE Z ACHARY
P LAYFIELD P ICKLEBALL C OURTS C ONSTRUCTION (PR229005) AND B ASS L AKE
P LAYFIELD C OURTS AND P ARKING L OT R ECONSTRUCTION P ROJECT (PRN23001)
WHEREAS, on January 24, 2023, City Council authorized the advertisement of bids for
construction of the Zachary Playfield Pickleball Courts (PR229005) and Bass Lake Playfield Courts and
Parking Lot Reconstruction (PRN23001); and
WHEREAS, Zachary Playfield was identified as a site to accommodate six new dedicated
pickleball courts; and
WHEREAS, there are four tennis/pickleball and one basketball court at Bass Lake Playfield that
are past their useful life and need to be reconstructed; and
WHEREAS, the east parking lot at Bass Lake Playfield will have a mill and overlay to extend its
useful life; and
WHEREAS, on February 23, 2023 at 1 p.m. bids were publicly opened with a total of nine bids
received; and
WHEREAS, staff and WSB & Associates are recommending awarding the bid to Kevitt Excavating,
LLC; and
WHEREAS, if this project is awarded construction is slated to begin on or around May 1, 2023
with substantial completion by June 20, 2023; and
WHEREAS, this project is included in the Capital Improvement Plan utilizing $500,000 in Park
Dedication funds for Zachary Playfield and $350,000 in Park Replacement funds for Bass Lake Playfield
Court and Parking Lot Reconstruction; and
WHEREAS, the Engineer’s estimate is $781,184.25 with Kevitt Excavating, LLC bid coming in at
$569,288.01.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the City Council hereby approves the bid and authorizes construction for the Zachary
Playfield Pickleball Courts Construction Project (PR229005) and Bass Lake Playfield Courts and Parking
Lot Reconstruction Project (PRN23001).
APPROVED by the City Council this 14th day of March, 2023.
