R ESOLUTION N O. 2023-068
R ESOLUTION A PPROVING THE F ILLING OF W ETLANDS
AND THE W ETLAND R EPLACEMENT P LAN A PPLICATION
FOR THE C HANKAHDA T RAIL R ECONSTRUCTION P ROJECT – P HASE 2 (ST230002)
WHEREAS, The City of Plymouth proposes to mitigate for wetland impacts associated with the
Chankahda Trail Reconstruction Project - Phase 2; and
WHEREAS, a replacement plan application was prepared replacing the wetland at a minimum
1:1 ratio as required by the Wetland Conservation Act; and
WHEREAS, wetland mitigation for the Chankahda Trail Reconstruction Project – Phase 2 shall be
in the form of 23,655 square feet (0.543 acre) of wetland bank credits from the Minnesota Board of
Water and Soil Resources Local Government Road Wetland Replacement Program (LGRWRP); and
WHEREAS, the replacement plan meets the requirements of the Wetland Conservation Act.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the filling of wetlands and the Wetland Replacement Plan application for the Chankahda Trail
Reconstruction Project - Phase 2 is approved and is subject to the condition that prior to wetland impacts the
city shall submit a fully executed application for Withdrawal of Wetland Credits from the Local Government
Road Wetland Replacement Program.
