Special Council Meeting
February 14, 2023
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Medicine
Lake Room of Plymouth City Hall, 3400 Plymouth Boulevard, on February 14, 2023.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Davis, Pointner.
PLYMOUTH COUNCIL ABSENT: Councilmembers McGregor, Gregor, Peterson.
PLYMOUTH STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Public Works Director
Thompson, Community and Economic Development Manager Fernelius, Public Safety Director Fadden,
and City Clerk/Administrative Coordinator Gallup.
Review Housing and Redevelopment Authority (HRA) Board Member Applications
Council reviewed HRA board member applications and directed staff to invite three candidates to
interview on April 25.
Discuss National League of Cities Conference Travel Request
Council discussed council travel policy to evaluate request for Mayor and City Manager to attend the
National League of Cities conference.
Set Future Study Sessions
The following changes were made to future meetings:
Add Prudential update to the March 14 study session.
Reschedule regular March 28 meeting to March 30 at 5:30 p.m.
Schedule City Center update on April 11 at 5:00 p.m.
Schedule HRA interviews on April 25 at 4:30 p.m.
Closed Session
Closed as permitted by MN Statute Section 13D.05 Subd. 3(d) to receive security briefing from Public
Safety Director Erik Fadden regarding procedures and plans to protect public buildings and
infrastructure, to discuss issues related to security systems, to discuss emergency response procedures,
and discuss security deficiencies in or recommendations regarding public services, infrastructure and
facilities.
Adjournment
Mayor Wosje adjourned the meeting at 6:55 p.m.
