R ESOLUTION A UTHORIZING A F IRE S TATE A ID A LLOCATION A GREEMENT B ETWEEN T HE C ITY OF
P LYMOUTH AND T HE P LYMOUTH F IRE R ELIEF A SSOCIATION
WHEREAS, State Statute 477B.042, Allocation of Fire State Aid For Relief Associations, was
passed May of 2020, allowing municipalities and their affiliated relief association to develop an
agreement that allocates fire state aid between the relief association and the public employees police
and fire retirement plan by entering into an aid allocation agreement; and
WHEREAS, the agreement must specify the percentage of the fire state aid, a dollar amount, or
a formula for determining the amount of fire state aid that will be transmitted to the relief association
annually, the period of time covered by the agreement and the date on which the agreement expires
and must be agreed upon by the municipality and the relief association and submitted to the state
auditor by March 1; and
WHEREAS, the agreement may be modified or terminated, provided that the modification or
termination is in writing and signed by the parties if the amount of fire state aid paid to a municipality or
independent nonprofit firefighting corporation by the commissioner changes by an amount greater than
50 percent of the prior year's amount or if the calculation for the supplemental state aid is changed in
any form.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1. For the years ending on December 31, 2023 and December 31, 2024, twenty percent (20%)
of the fire state aid will be retained by the City for the City’s annual contribution to Police
and Fire PERA eligible personnel, and the remaining fire state aid will be transmitted to the
relief association.
2. This Agreement will expire on December 31, 2024, unless mutually extended by written
consent of both the City and the Fire Relief Association.
