FOR P ROPERTY L OCATED AT 12001 H IGHWAY 55 (2022081) WHEREAS, Honeywell International, Inc., has requested approval of a site plan amendment and conditional use permit to allow construction of a freestanding, 5,751 square-foot laboratory building, and associated improvements for the property presently legally described as follows: That part of the Southwest Quarter of the Northwest Quarter of Section 35, Township 118 North, Range 22 West, Hennepin County, Minnesota, lying westerly of GLEANLOCH, according to the recorded plat thereof. The Southeast Quarter of the Northwest Quarter of Section 35, Township 118 North, Range 22 West, Hennepin County, Minnesota, EXCEPT that part of the southerly 60.00 feet thereof lying easterly of the following described line: Commencing at the southeast corner of the Southwest Quarter of the Northeast Quarter of said Section 35; thence on an assumed bearing of North 89 degrees 20 minutes 05 seconds west, along the east-west quarter line of said section 35, a distance of 1313.34 feet to the point of beginning of said line to described; thence north 0 degrees 10 minutes 06 seconds east to the southerly line of said southerly 60.00 feet and there terminating. That part of the Southwest Quarter of the Northeast Quarter of said section 35, Township 118 North, Range 22 West, Hennepin County, Minnesota lying southerly the right-of-way of old county Road No. 6, lying northerly of the southerly 60.00 thereof and lying westerly of the following described line: Commencing at the southeast corner of the southwest quarter of the northeast quarter of said section 35; thence on an assumed breaking of North 89 degrees 20 minutes 05 seconds west, along the east-west quarter line of said section 35, a distance of 1959.64 feet; thence North 0 degrees 05 minutes 53 seconds east a distance of 998.00 feet; thence South 89 degrees 20 minutes 05 seconds east a distance of 1120.23 feet; thence north 0 degrees 10 minutes 06 seconds East to the southerly right-of-way line of said County Road No. 6 and the point of beginning of the line to be described; thence south 0 degrees 10 minutes 06 seconds west to the southerly line of said southwest quarter of the northeast quarter and there terminating. That part of the Northwest Quarter of the Northeast Quarter of Section 35 Township 118 North, Range 22 West, Hennepin County, Minnesota lying southerly of the right-of-way of old County Road No. 6. Resolution 2023-053 File 2022081 Page 2 WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Honeywell International, Inc., for a site plan amendment and conditional use permit to allow construction of a freestanding, 5,751 square- foot laboratory building and associated improvements, subject to the following conditions: 1. A site plan amendment is approved to allow construction of a 5,751 square-foot freestanding laboratory in the southeastern portion of the property and related site improvements, in accordance with the plans received by the City on October 28, and 31, 2022, with additional information on November 21 and 23, 2022, except as amended by this resolution. 2. A conditional use permit is approved to allow two buildings on one lot with the finding that the proposal complies with all applicable conditional use permit standards. 3. A separate building permit is required prior to construction of the project. 4. Prior to issuance of the building permit, the applicant shall fulfill the requirements, submit the required information, and revise the plans as indicated below, consistent with the applicable City code, zoning ordinance, and engineering guidelines: a. Execute a site improvement performance agreement and submit a financial guarantee pursuant to section 21045.10 of the zoning ordinance. b. Obtain any required right-of-way permits from the City of Plymouth engineering division for any work in the Forestview Lane or 6th Avenue right-of-way. c. Obtain any required permits from other agencies including, but not limited to Bassett Creek watershed district, Metropolitan Council Environmental Services, Minnesota Pollution Control Agency, Minnesota Department of Health, as well as the NPDES permit. d. Obtain City approval of final construction plans. e. Provide a landscaping plan showing compliance with section 21130.03 of the zoning ordinance including size and species and the complement of trees shall not be less than 25 percent deciduous and not less than 25 percent coniferous. f. Revise the site plan to show the required number of accessible parking spaces and accessible route (max slope 1:20), and any new parking space or drive aisle at least 10 feet from the building. g. Revise the plans to meet engineering requirements as follows: 1. Provide final engineering plans signed by a licensed engineer in the State of Minnesota in accordance with City plan submittal requirements. 2. Ensure correct city project number (2022081) is provided on all pages. h. Revise the plans to meet fire code requirements as follows: 1. Note that the entire building is protected with a NFPA 13 fire sprinkler system as required. 2. Submit fire flow calculations. 3. Fire panel to be placed in fire sprinkler riser room, fire panel must be key operated. One pull station located at exit W101; one horn / strobe required outside of conference room 102. Resolution 2023-053 File 2022081 Page 3 4. To prevent the need for a PIV or wall post, provide a door from the exterior into the fire sprinkler room. Place door next to exit door W101. 5. Provide a recessed lock box to be placed next to the sprinkler room door, five feet off grade on door handle side of door. Fire inspector to provide lock box application. 6. Provide a sidewalk from sprinkler riser room door to the west side of building and to the parking lot on the north side of the building. 7. Fire department connection to be located on the north / west corner of the building facing west. Provide no parking fire lane sign over the connection. 8. Provide a fire hydrant with 50 feet of the fire department connection. 5. Any trash enclosure shall either be: 1) designed to be internal to the building; or 2) located in the side or rear yard and meet of the same setback requirements and be constructed of materials as the primary buildings. 6. Basset Creek Watershed review needed. 7. All rooftop and mechanical equipment shall be screened as required by section 21130.05 of the zoning ordinance. 8. Silt fence shall be installed prior to any grading or construction on the site. 9. Fire lane signage shall be provided in locations to be field identified by the fire inspector. 10. All new and repaired drive aisles and fire lanes shall be constructed to minimum standards and approved by City Fire Inspector. 11. Standard Conditions: a. The applicant shall remove any diseased or hazardous trees. b. A separate administrative permit application review and approval is required prior to the installation of any backup generator or exterior mechanical equipment associated with the principal uses of the property. The site shall remain in conformance with section 2025 of the City code regarding noise regulations. c. The site shall remain in compliance with environmental rules and regulations regarding noise, air quality, and water quality standards. d. Compliance with the City’s exterior lighting regulations pursuant to section 21105 of the zoning ordinance. e. All signage shall require separate permits and shall be in conformance with the sign regulations in section 21155 of the zoning ordinance. f. Compliance with City’s landscaping regulations. g. Any subsequent phases or expansions are subject to required reviews and approvals per ordinance provisions. 12. The conditional use permit and site plan amendment shall expire one year after the date of approval, unless the property owner or applicant has started the project, or unless the applicant, with the consent of the property owner, has received prior approval from the City to extend the Resolution 2023-053 File 2022081 Page 4 expiration date for up to one additional year, as regulated under sections 21015.07 and 21045.09 respectively, of the zoning ordinance.
