Special Council Meeting
January 24, 2023
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 6:00 p.m. in the Council
Chambers of Plymouth City Hall, 3400 Plymouth Boulevard, on January 24, 2023.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers McGregor, Peterson, Willis, Gregor,
Pointner.
PLYMOUTH COUNCIL ABSENT: Councilmember Davis.
PLYMOUTH STAFF PRESENT: City Manager Callister, Public Works Director Thompson, Park and
Recreation Director Tomlinson, Public Safety Director Fadden, Fire Chief Coppa, Deputy Public Works
Director/City Engineer LaBounty, Planning and Development Manager McGuire, Senior Planner Drill, City
Attorney Mattick, and City Clerk/Administrative Coordinator Gallup.
Update on the Former Four Seasons Mall site
Deputy Public Works Director/City Engineer LaBounty provided background information on the site.
Stacie Kvilvang with Ehlers provided background information on Tax Increment Financing (TIF) scenarios
and how Ehlers as financial advisors balance the appropriate assistance needed to move a project
forward.
Casey Dzieweczynski with Wellington Management provided background information on the company
and their request for TIF assistance.
Council provided feedback that they would like Wellington and staff to try to come to a proposed
agreement on terms within 30 days.
Update on the Former Prudential Site
Planning and Development Manager McGuire and Park and Recreation Director Tomlinson provided
background information on the site and next steps which will likely include reviewing applications for
reguiding, rezoning, platting, and site plan.
Dan Salzer with Scannell Properties and Andy Bollig with Roers Company provided an update on the
status of their application stating they were working through the Alternative Urban Area Review (AUAR)
process as a larger scale environmental study and hoped to have an application before the City Council
by March.
Future Study Sessions
The following changes were made to future study sessions:
Schedule review of HRA applications on February 14 at 6 p.m.
Adopted Minutes 2 of 2 Special Meeting of January 24, 2023
Cancel City Center Update on March 28 and reschedule TBD (three Council members will be
absent at this meeting)
Schedule closed session for labor strategy discussion on April 25 at 5 p.m.
Schedule closed session for City Manager annual performance evaluation on May 9 at 5 p.m.
Adjournment
Mayor Wosje adjourned the meeting at 6:40 p.m.
