HomeMy WebLinkAboutCity Council Resolution 2023-031 C ITY OF P LYMOUTH R ESOLUTION N O. 2023-031 R ESOLUTION A PPROVING C OOPERATIVE A GREEMENT FOR THE CR 9 AT TH 169 B RIDGE R EPLACEMENT (ST200002) WHEREAS, the State of Minnesota (MnDOT) has scheduled the replacement of the interchange where Rockford Road/County Road 9 (CR9) intersects Trunk Highway 169 (TH 169) for 2023; and WHEREAS, with Plymouth support the County applied for and received regional solicitation funds to reconstruct the interchange as a folded diamond to allow for safer multimodal transportation; and WHEREAS, Plymouth will cost share with signal, trail, drainage, utility, engineering, and oversight costs identified in the agreement and per County policy and State practices; and WHEREAS, Plymouth will be responsible for maintenance of signal and utility items identified in the agreement, per County policy and State practices; and WHEREAS, Cooperative Agreement No. 1051444 is a four party agreement between Plymouth, MnDOT, Hennepin County, and City of New Hope; and WHEREAS, a separate agreement between Plymouth and Hennepin County for the replacement of the Nathan Lane/Lancaster Lane/CR 9 signal is being finalized and will be brought for Council approval at a future meeting. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: 1. The City of Plymouth enter into MnDOT Agreement No. 1051444 with the State of Minnesota Department of Transportation to provide payment by the City of Plymouth to the State of the City of Plymouth’s share of the costs of the roadway, signal, ADA improvements, trail, and Bridge No. 27416 construction and other associated construction to be performed upon, along, and adjacent to Trunk Highway No. 169 at County State Aid Highway No. 9 (Rockford Road/42nd Avenue North) within the corporate limits of the City of Plymouth under State Project No. 2772-115. 2. The Deputy Public Works Director is authorized and directed to finalize the terms of the Agreement with the State and County. 3. The Mayor and City Manager are authorized and directed to execute the final Agreement as negotiated by the Deputy Public Works Director and any amendments to the Agreement. 4. The total cost of the project is $190,000.00 which includes the improvements outlined in the MnDOT Agreement ($134,833.72), improvements with Hennepin County Agreement ($30,000.00), and 15% contingency ($25,166.28). Resolution 2023-031 Page 2 of 2 BE IT FURTHER RESOLVED, that the project would be funded from the, the municipal state aid (MSA) fund ($142,000.00), the Water Resources Fund ($21,500.00), and the Park Replacement Fund ($26,500.00).
