In that time, two different developers (Rock Hill Management and Dominium Development) received the necessary project approvals to redevelop the site but were unable to proceed. Due to a number of challenges with the site including poor soils and inability of developers to secure financing, the city opted to take a more active role in the redevelopment by purchasing the property from Walmart in June 2021. The property was purchased with Transit Funds with the intention to solicit proposals for a market reality driven development and ultimately selling the land to a developer. The RFP (request for proposals) that was sent out late 2021 included three primary objectives, as follows: 1) Deliver a viable development that can be designed, approved, and constructed within a reasonable timeframe. 2) Provide a distinct site design and aesthetic for the scale of the site while also complimenting the character of nearby uses, especially along Lancaster Lane. 3) Fully integrate transit connectivity while creating public community space with a strong sense of place. Only one developer, Wellington Management, Inc. (Wellington), responded to the RFP at that time. Their conceptual sketch (attached) was presented to Council in January 2022, and staff was directed to develop a purchase agreement for the site and refine the terms of the development. A mutually approved agreement was not ready for Council action by September 2022, so the city decided to prepare contracts and demolish the building and begin water resource permitting in advance of having an approved development. The building is now demolished, and the site will be temporarily seeded in spring. At this time, Wellington has not submitted a formal development application to the city. Staff has been working with Wellington and the city's financial advisor, Ehlers, to develop terms for a potential development agreement including the amount and timing of the land sale and construction, the amount and duration of the tax increment financing (TIF) assistance, the 2 distribution of affordable housing units and reimbursement to the city for any demolition, storm water or other city incurred redevelopment costs that are not covered by grants. The purpose of the study session discussion is to provide the Council with a status update on the project. 3.Budget Impact: TBD 4.Attachments: Wellington's Conceptual Sketch Plan 3 4 5 6 Special City Council January 24, 2023 Agenda Number:2.2 To:Dave Callister, City Manager Prepared by:Chloe McGuire, Planning and Development Manager Reviewed by:Maria Solano, Deputy City Manager Item:Update on the former Prudential site 1.Action Requested: Receive an update on the Prudential site redevelopment. 2.Background: On May 10, 2022, the City Council and Planning Commission saw a conceptual sketch plan for the former Prudential site, 13001 County Road 10. The site is highly visible, contains 75 acres, and abuts Bass Lake Road, I-494, Northwest Boulevard, and Chankahda Trail. The Council and Commission directed the developer (Scannell and Roers) to work toward a high-quality mixed-use development that includes multi-family residential, commercial, office space and open space. It was also noted that the pond/wetland complex central to the site should be a priority through site design, and the Council expressed interest in a pedestrian-friendly site. The 2040 Comprehensive Plan shows this site as Park Service Area 2, which presently does not contain any parks. With reguiding and redevelopment of the site, a park should be provided to serve residents in the area. On September 27, 2022, the City Council and Planning Commission reviewed a revised concept plan that removed the warehousing use from the site. The Council and Commission concurred that warehousing or industrial-space was not a good fit for the site. The Council and Commission directed the developer to continue working with staff. Since that meeting, the developer and staff have met on a weekly or bi-weekly basis to discuss site planning and required environmental reviews. Staff has been working with the developer on solidifying a concept that meets the needs of the city. To better understand the topography and opportunities of the public spaces on the site, the city hired Confluence (https://www.thinkconfluence.com/) to help develop additional site plan concepts. The goal of this process is to partner with the developer and provide clear direction regarding the park size, location, layout and pedestrian realm. The purpose of this meeting is to provide an update to Councilmembers on the context, planning and phasing of the redevelopment of the site.
