R ESOLUTION N O. 2023-005
R ESOLUTION A PPROVING R IGHT-OF-W AY M OWING C ONTRACT
FOR 2023-2024 WITH KP M ILLER C ONSTRUCTION
WHEREAS, the City maintains eighteen medians for Hennepin County, over 80 acres of right-of-
way along arterial roads and almost 40 acres of rough-cut sites, which need to be maintained
throughout the growing season; and
WHEREAS, the City has prepared specifications, advertised, received and opened bids on
November 18, 2022 at 10:00 am; and
WHEREAS, the following bids were received; and
Contractor Bid
KP Miller Construction $88,256.00
Grounds Maintenance Service Inc. $91,200.00
Whipper Snapper Lawn Service $119,204.00
Todd’s Lawn & Garden $199,819.00
WHEREAS, staff recommends awarding the bid to KP Miller Construction for 2023-2024 whose
qualifications and work performance are compliant with the City’s Responsible Bidder qualification
policy; and
WHEREAS, maintaining right-of-way areas is budgeted in line item 100-40-411-41100-7500-
101 in the Parks & Forestry operations budget.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, to award the right-of-way mowing contract for 2023-2024 to KP Miller Construction.
APPROVED by the City Council on this 10th day of January, 2023.
