R ESOLUTION N O. 2023-004
R ESOLUTION A WARDING Y ARD W ASTE S ITE G RINDING C ONTRACT
FOR 2023-2024 TO S YLVESTER C USTOM G RINDING, I NC.
WHEREAS, the City Yard Waste Site has been in operation since the early 1990s and is licensed
by Hennepin County as a Solid Waste Facility; and
WHEREAS, the site is open for Plymouth, Medicine Lake, Wayzata, and Long Lake residents; and
WHEREAS, the five-year average annual attendance is over 47,000, with 2020 being the most
visited year on record with 64,988 visits; and
WHEREAS, the City has prepared specifications, advertised, received and opened bids on
November 4, 2022 at 10:00 am; and
WHEREAS, the following bids were received; and

WHEREAS, Sylvester Custom Grinding, Inc.’s qualifications and work performance are compliant
with the City’s Responsible Bidder qualification policy.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the Yard Waste Site Grinding Contract for 2023-2024 is awarded to Sylvester Custom
Grinding, Inc.
APPROVED by the City Council on this 10th of January, 2023.
