R ESOLUTION A WARDING C ONTRACT AND E NTERING INTO A C OOPERATIVE A GREEMENT WITH THE
S HINGLE C REEK W ATERSHED M ANAGEMENT C OMMISSION FOR THE
P ALMER C REEK E STATES S TREAM R ESTORATION P ROJECT (WR210002)
WHEREAS, pursuant to an advertisement for bids for the Palmer Creek Estates Stream Restoration
Project, bids were received, opened and tabulated according to State law, and the following bids were
received complying with the advertisement:

New Look Contracting, Inc. $579,237.00
Rachel Contracting, LLC. $729,813.85
Meyer Contracting, Inc. $746,443.81
Bituminous Roadways Inc. $747,744.00
Engineer’s Estimate $602,500.00
WHEREAS, Sunram Construction Inc. from Corcoran, Minnesota is the lowest responsible bidder
complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Sunram Construction Inc.
WHEREAS, the Cooperative Agreement outlines that the City of Plymouth will bid and administer
construction services for the project; and
WHEREAS, the City of Plymouth will be reimbursed for costs associated with the Palmer Creek
Estates Stream Restoration Project by the Shingle Creek Watershed Management Commission (SCWMC) in
accordance with the Cooperative Agreement; and
WHEREAS, the City of Plymouth will be reimbursed for 100% of the costs up to $636,300 associated
with the Palmer Creek Estates Stream Restoration Project by the SCWMC.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA that:
1) The Mayor and City Manager are authorized and directed to enter into a contract with Sunram
Construction Inc. in the name of the City of Plymouth for the Palmer Creek Estates Stream
Restoration Project according to the plans and specifications on file in the office of the City
Engineer in the amount $558,098.00.
2) The total cost of the project is $636,300.00 and includes the improvements in the amount of
$558,098.00 and design, administration, and contingency in the amount of $78,202.00.

3) The Mayor and City Manager are authorized and directed to approve and sign the Cooperative
Agreement between the City of Plymouth and the Shingle Creek Watershed Management
Commission.
BE IT FURTHER RESOLVED, that the project would be funded in the amount of $636,300.00 from
the Water Resources Fund and reimbursed by the Shingle Creek Watershed Management Commission
Capital Improvement Funds.
