R ESOLUTION N O. 2022-281
R ESOLUTION A WARDING C ONTRACT FOR THE
2023 S ANITARY S EWER L INING P ROJECT (SS239001)
WHEREAS, pursuant to an advertisement for bids for the 2023 Sanitary Sewer Lining Project,
three bids were received, opened and tabulated according to State law, and the following bids were
received complying with the advertisement:
Contractor Total Base Bid
Hydro-Klean, LLC $275,001.63
S.J. Louis Companies $402,055.25
Insituform Technologies USA, LLC $416,651.90
Engineers Estimate $278,315.00
WHEREAS, it appears that Hydro-Klean, LLC from Des Moines, IA is the lowest responsible
bidder, complying with the minimum qualifications; and
WHEREAS, the City Engineer recommends awarding the project to Hydro-Klean, LLC.
NOW, THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA:
1. That the Mayor and City Manager are authorized and directed to execute a contract with
Hydro-Klean, LLC for the 2023 Sanitary Sewer Lining Project according to the plans and
specifications therefore approved by the City Council and on file in the office of the City
Engineer in the amount of $275,001.63.
2. The project shall include $76,118.00 for design, bidding, and construction administration
and 7% for contingency and administration in the amount of $19,250.37 for a total project
cost of $370,370.00.
BE IT FURTHER RESOLVED that the funding for this project shall be from the Sewer Fund in the
amount of $370,370.00.
APPROVED by the City Council on this 15th day of November, 2022.
