Special Council Meeting
October 25, 2022
Mayor Wosje called a Special Meeting of the Plymouth City Council to order at 5:00 p.m. in the Council
Chambers of Plymouth City Hall, 3400 Plymouth Boulevard, on October 25, 2022.
PLYMOUTH COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, Prom, and McGregor.
PLYMOUTH COUNCIL ABSENT: Slavik and Davis.
PLYMOUTH STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Community and
Economic Development Director Parr, Public Safety Director Fadden, Fire Chief Coppa, Assistant Public
Works Director/City Engineer LaBounty, Park and Recreation Director Tomlinson, Human Resources
Director Timpone, Finance Director Rich, Facilities and Fleet Manager Hanson, Public Works Operations
Manager Browen, Ice Center Manager Halverson, Human Resources Coordinator Moreen, Police
Administrative Manager Anderson, Finance Clerk Supervisor Milavitz, Assistant Finance Manager Larson,
and City Clerk/Administrative Coordinator Gallup.
2023 Budget Overview
Staff provided an overview of the proposed 2023 budget and relating capital improvement plans for the
enterprise funds including utilities, ice center, and fieldhouse. Staff provided an overview of the
proposed 2023 budget and relating capital improvement plans for the internal service funds for central
equipment, public facilities, information technology and risk management.
Council members asked questions and provided feedback on the enterprise funds, internal service funds
and American Rescue Plan Act funds.
Future Study Sessions
The following study session changes were made:
Moved County Road 73 Small Area Study discussion from November 29 study session to regular
meeting agenda.
Scheduled review of board and commission applications on November 29 at 5:30 p.m.
Scheduled board and commission interviews on December 13 at 4:30 p.m.
Scheduled Plymouth Rockers to sing for the City Council on December 13 at 6:30 p.m.
Scheduled City Attorney presentation on data practices, open meeting law, and ethics on January
10 at 5 p.m.
Adjournment
Mayor Wosje adjourned the meeting at 6:43 p.m.
