Regular City Council Meeting
September 27, 2022
Mayor Wosje called a Regular Meeting of the Plymouth City Council to order at 7:00 p.m. in the Council
Chambers of City Hall, 3400 Plymouth Boulevard, on September 27, 2022.
COUNCIL PRESENT: Mayor Wosje, Councilmembers Willis, Carroll, McGregor, Slavik, Davis, and Prom.
COUNCIL ABSENT:
STAFF PRESENT: City Manager Callister, Deputy City Manager Solano, Community and Economic
Development Director Parr, Deputy Police Chief Kuhnly, Deputy Fire Chief Dreelan, Assistant Public
Works Director/City Engineer LaBounty, Park and Recreation Director Tomlinson, Human Resources
Director Timpone, Interim Finance Manager Larson, City Attorney Mattick, and City Clerk/Administrative
Coordinator Gallup.
Plymouth Forum
Steve Japs, 4570 Weston Lane North, provided an update on climate change for August 2022.
Presentations and Public Information Announcements
There were no presentations or public information announcements.
Approval of Agenda
Motion was made by Councilmember McGregor, and seconded by Councilmember Carroll, to approve
the agenda. With all members voting in favor, the motion carried.
Consent Agenda
Motion was made by Councilmember Willis, and seconded by Councilmember Slavik, to adopt the
Consent Agenda that included the following items:
(6.1) Council Minutes from Special Meeting and Regular Minutes of September 13, 2022.
(6.2) Resolution Approving Disbursements ending September 16, 2022 (Res2022‐232).
(6.3) Resolution Approving Plans and Specifications, and Ordering Advertisement for Bids for the Bass
Lake Estates 2nd Addition Stream Restoration Project (WR220001) (Res2022‐233).

(6.4) Resolution Approving a Grant Agreement with the Minnesota Department of Public Safety for
the Project Towards Zero Deaths Enforcement Grant (Res2022‐234).
(6.5) Resolution Authorizing Execution of Agreement with the Department of Public Safety, Office of
Traffic Safety for the DWI Officer Grant (Res2022‐235).
With all members voting in favor, the motion carried.
Public Hearings
(7.1) Public Hearing on the On‐Sale Intoxicating Liquor License Application with Sunday Sales of the
Fox And Pantry LLC, 15725 37th Avenue North, Unit 7
City Clerk/Administrative Coordinator Gallup presented this item, noting the background check found no
reason to deny and surrounding property owners have been notified regarding the public hearing.
Mayor Wosje opened the public hearing.
Kim Joles, 5520 Comstock Lane N., owner, provided details regarding her request for the liquor license.
The City Council congratulated Ms. Joles and indicated they are looking forward to the new business.
Mayor Wosje closed the public hearing.
Motion was made by Councilmember Slavik, and seconded by Councilmember McGregor, to adopt
Resolution Approving On‐Sale Intoxicating Liquor License Application with Sunday Sales of the Fox and
Pantry LLC, 15725 37th Avenue North, Unit 7 (Res2022‐236). With all members voting in favor, the
motion carried.
(7.2) Public Hearing for Certification of Delinquent Utility Accounts, False Alarms, Tree Removals,
and Weed Eradication Charges
Interim Finance Manager Larson reviewed the delinquent charges and stated letters were sent out to
property owners on August 30th with a deadline of October 31st before it is assessed on their property
taxes. Staff is requesting City Council adopt the resolution on accounts that remain outstanding after
October 31, 2022.
In response to questions from the City Council, Interim Finance Manager Larson and Park and
Recreation Director Tomlinson provided the following information:
Staff will get back to City Council on the businesses that owe the most.
Residents are given 30 days to remove ash trees with emerald ash borer.
The City receives a reduced rate through a contracted tree removal company to take down ash
trees with emerald ash borer.

Motion was made by Councilmember Prom, and seconded by Councilmember Slavik, to adopt
Resolution Approving Certification to the County for Delinquent Utility Accounts, False Alarms, Tree
Removal, and Weed Eradication Charges (Res2022‐237). With all members voting in favor, the motion
carried.
General Business
(8.1) Consider 2023 Proposed General Fund Budget, Surplus Allocations, Preliminary General
Property Tax Levy, HRA Levy and Set Budget Public Hearing Date
City Manager Callister introduced this item and turned it over to Interim Finance Manager Larson.
Interim Finance Manger Larson presented the preliminary tax levy, budget, and surplus allocations. He
also shared the tax impact to resident homes and commercial properties.
In response to questions from the City Council, City Manager Callister clarified projects using the city’s
surplus funds that cost over $175,000 will come before City Council for approval. City Manager Callister
stated some projects will move forward if approved tonight and some may stray into 2023. Mayor
Wosje added projects costing over $175,000 will come back to City Council with further details on each
project. City Manager Callister noted these projects are non‐recurring expenditures that will not affect
the levy in the future, which is why they are using the surplus money.
Motion was made by Councilmember Willis, and seconded by Councilmember Carroll, to adopt
Resolution Authorizing the 2023 HRA Levy (Res2022‐238), Resolution Adopting Preliminary Tax Levies
for Taxes Payable 2023 (Res2022‐239), Resolution Approving the 2023 Preliminary Budget (Res2022‐
240) and set the public hearing for the final levy certification on December 13, 2022 at 7 p.m. With all
members voting in favor, the motion carried.
Mayor Wosje clarified this sets the maximum levy at 6.75% with the possibility it could decrease by the
time the City Council votes on it in December.

There were no Reports and Staff Recommendations.
Adjournment
Mayor Wosje adjourned the regular meeting at 7:28 p.m.
