CALL TO ORDER Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order September 21, 2006 at 7:01 P.M. Housing Program Manager Barnes requested that Item 2C. be moved to 4C. 2. CONSENT AGENDA A. Approve August 17, 2006 HRA Meeting Minutes B. Plymouth Towne Square. — Accept monthly housing reports. C. Vicksburg Crossing. Update (moved to 4C) D. Vicksburg Crossing. Memo from Building Department regarding Change Order No. 3 E. HRA 2007 Budget. Approve revised HRA levy resolution MOTION by Commissioner Ludovissie, seconded by Commissioner Flansburg, approving the consent agenda. Vote. 4 Ayes. Motion approved. 3. PUBLIC HEARING A. Section 8 Program. Public Housing Agency Five Year Plan and Annual Plan and proposed changes to the Administrative Plan Housing Specialist Dorn presented an overview of the September 21, 2006 staff report. Plymouth Housing and Redevelopment Authority September 21, 2006 Page 2 Chair Henderson opened and closed the public hearing. Commissioner Ludovissie asked how active the Resident Advisory Board is. HRA Specialist Dorn stated that staff notifies the members of the Resident Advisory Board about the changes to the Annual Plan when they occur. However, this time we did not receive any comments. Chair Henderson asked if the Board holds meetings. Ms. Dorn replied they do not. MOTION by Commissioner Flansburg, seconded by Commissioner Bildsoe, adopting Resolution 2006-6 approving the update to the Public Housing Agency Plan for the fiscal year beginning January 1, 2007. Vote. 4 Ayes. Motion approved. 4. NEW BUSINESS A. Plymouth Crossroads Station. Review and approve the Tax Increment Financing Plan and related documents for the proposed Tax Increment Financing Redevelopment District 1-3 Housing Program Manager Barnes presented an overview of the September 22, 2006 staff report. He described the retail uses proposed for the site and said they would begin building Phase I in the undeveloped area so the current businesses can stay open as long as possible. He said the Planning Commission reviewed the TIF Plan for conformity to the City's Comprehensive Plan and it did pass. Housing Program Manager Barnes said staff is still working with the developer to finalize the amount of TIF assistance but the amount will not exceed $1,687,000. Housing Program Manager Barnes reminded the board that the developer had to meet a blight test, which has been satisfied. He said that staff recommends the HRA Board approve the resolution and recommend that the Plymouth City Council approve the creation of Tax Increment Finance (Redevelopment) District 1-3. Commissioner Ludovissie asked how much land will be left undeveloped. Housing Program Manager Barnes pointed out the portions that will be left open. Commissioner Bildsoe asked why the TIF district is so large. Housing Program Manager Barnes said the district was created to mirror the existing City's development district. Commissioner Bildsoe asked what improvements the TIF money will be used for. Housing Program Manager Barnes said the developer is still in the process of determining exactly what the money will be used for, but there are some drainage areas and soil corrections to be done. Commissioner Bildsoe inquired if the money was going to be used for sewer work under Hwy. 55. Housing Program Manager Barnes replied that the sewer work would most likely be included as part of the request. Commissioner Bildsoe said he did not feel comfortable approving the TIF before knowing what the actual amount of money would be and what it would be used for. Housing Program Manager Barnes replied that the amount of funds for a TIF are not always known Plymouth Housing and Redevelopment Authority September 21, 2006 Page 3 ahead of time, but will be included in the development agreement. Commissioner Bildsoe asked if this item could be brought back to the HRA at the October meeting when more information is available. Commissioner Ludovissie said he could support the project because it seems like it is a difficult area and without the funds will not be redeveloped. Housing Program Manager Barnes explained the process. Commissioner Flansburg asked if there would be more definite details by the next meeting. Housing Program Manager Barnes said the item could be tabled to a future meeting. MOTION by Commissioner Bildsoe, seconded by Commissioner Flansburg, to table Item 4A. until the October 19th meeting or sooner if necessary. Vote. 4 Ayes. Motion approved. B. Plymouth Towne Square. Set special meeting to consider awarding bids for the roof and ventilation project. Housing Program Manager Barnes said the deadline for bids to repair the roof was today and none were received. He feels the specifications were not specific enough so staff will prepare more detailed specifications and issue new bid documents. It is anticipated that the work will be done next year. C. Vicksburg Crossing Update. Housing Program Manager Barnes said they have received applications for 54 units, which exceeds predictions. He said an open house is being planned for Thanksgiving weekend and the contractor is trying to get two model units opened for the beginning of October. He said that Zone I is 99% completed. Housing Program Manager Barnes said there will be a change order relating to the attic space and exterior walls of the building and other miscellaneous items. Discussion occurred regarding the problem which existed with the wall. Because there was a differing of opinion between the architectural firm and the City over the code definition of wall versus roof the MN State building Code Division was contacted for formal interpretation. The State responded in favor of the City's interpretation. Commissioner Bildsoe asked if advertisements for Vicksburg Crossing could be run on Channel 16. Commissioner Bildsoe stated the sign at the site should be more visible. Commissioner Bildsoe also suggested updating the City's web site. 4. ADJOURNMENT Meeting adjourned at 8:05 PM.
