HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-17-2006MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY August 17, 2006 PRESENT: Chair Susan Henderson, Commissioners Steve Ludovissie, Jim Kovach, Jenny Flansburg ABSENT: Commissioner Tim Bildsoe STAFF PRESENT: City Manager Laurie Ahrens, Housing Program Manager Jim Barnes, Office Support Representative Barb Peterson OTHERS PRESENT: Grace Management Representative Boedigheimer & Vicksburg Crossing Manager Jennifer Monahan. 1. CALL TO ORDER Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order August 17, 2006 at 7:02 P.M. Housing Program Manager Barnes requested an item be added to the consent agenda as 2D. 2007 Draft HRA Budget. The Board agreed. 2. CONSENT AGENDA A. Approve July 20, 2006 HRA Meeting Minutes B. Plymouth Towne Square. — Accept monthly housing reports. C. Approve CDBG Consolidated Annual Performance and Evaluation Report D. 2007 Draft HRA Budget MOTION by Commissioner Flansburg, seconded by Commissioner Ludovissie, approving the consent agenda. Vote. 4 Ayes. Motion approved. 3. NEW BUSINESS A. Vicksburg Crossing. Marketing Update (Grace Management) Grace Management Representative Jody Boedigheimer introduced Vicksburg Crossing Manager Jennifer Monahan. Ms. Monahan gave an overview of the staff report and reported on the demographics of applicants. Commissioner Ludovissie remarked that he is surprised the average age is 76. Grace Management Representative Boedigheimer said Plymouth Housing and Redevelopment Authority June 15, 2006 Page 2 that age is very typical in independent living communities as people are now staying in their own homes longer. Ms. Monahan described the most popular type of units applicants are renting. Commissioner Ludovissie said he feels the leasing process is going well considering the applicants have not been able to see a model unit. Ms. Monahan said she has been taking pictures of the unit interior, the view from the unit and measurements for furniture, draperies, etc. for the applicants. Commissioner Ludovissie asked when access will be allowed to enter the building. Housing Program Manager Barnes said access will not be allowed until all of the safety systems have been inspected and are operational. He said Nov. 16th is the anticipated turnover day from the contractor. Discussion occurred regarding the time frame for applicant leasing. Housing Program Manager Barnes said the date projected in the proforma is 18 months from opening for the building to be completely leased up. He said the grand opening will be scheduled sometime in the first part of 2007. Commissioner Ludovissie suggested doing marketing between Thanksgiving and Christmas. Grace Management Representative Boedigheimer suggested that a holiday open house would be a good idea. Commissioner Flansburg asked if an article will appear in all future Plymouth News issues. City Manager Ahrens said it probably would not be in every issue due to space considerations. However, she thought it would be good to advertise the open house in the Nov. 1St issue. Ms. Boedigheimer gave a review of marketing that has been done. Commissioner Ludovissie suggested placing brochures in the City Hall lobby. Ms. Boedigheimer pointed out an ad which is running in the Senior Housing Guide. Commissioner Ludovissie asked if there are any issues which are hindering the marketing. Discussion occurred regarding issues such as the slow selling of houses now. Ms. Monahan said about 50% of the applicants have homes to sell. Chair Henderson asked if pictures could be put on the city web site. City Manager Ahrens replied affirmatively. City Manager Ahrens asked if a presentation has been done to the Plymouth seniors group. Grace Management Representative Boedigheimer said it has not. It was also suggested that brochures be placed at Plymouth Creek Center. 4. ADJOURNMENT Meeting adjourned at 7:40 PM. HRA/Minutes 8/17/06
