CALL TO ORDER Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order June 15, 2006 at 7:03 P.M. 2. CONSENT AGENDA A. Approve May 18, 2006 HRA Meeting Minutes B. Plymouth Towne Square. — Accept monthly housing reports. MOTION by Commissioner Bildsoe, seconded by Commissioner Ludovissie, approving the consent agenda. Vote. 4 Ayes. Motion approved. Housing Program Manager Barnes said a report will be added as 3C. Progress at Vicksburg Crossing A. Plymouth Towne Square. Review Center for Energy and Environments recommendations for the roof repair and authorize staff to advertise for bids. Housing Program Manager Barnes presented an overview of the staff report. He said discussions have been held with the Plymouth City Building Official and Assistant Building Official regarding the correction of the roof at Plymouth Towne Square. Mr. Barnes then introduced Mark Opdahl from the Center for Energy and Environment to present the findings of their investigation into the cause of the problem. Mr. Opdahl said they examined the attic by zones and determined the air flow in each of the zones. In the discussion with City inspectors regarding options for venting, it was determined the only solution would be to use soffit vents. The fire protection system would be modified which was agreeable with the City. Mr. Opdahl explained the fire protection modification. Plymouth Housing and Redevelopment Authority June 15, 2006 Page 2 Mr. Opdahl explained the project costs and stated there is not a partial solution to the problem. He said the lack of ice and water shield is contributing to the problem and if not fixed, more problems will show up over time. Commissioner Ludovissie asked how high the ice and water shield is on the roof. Mr. Opdahl said it was originally 2' up the roof and was installed up to 4' in some areas at a later date. Commissioner Ludovissie asked how long the life of the shingles should be. Mr. Opdahl replied that the roof is 12 years old and the shingles installed are a 15 year shingle. Mr. Opdahl explained the bidding process and the guidelines which would be furnished to the contractors submitting bids. Housing Program Manager Barnes reminded the Board that the HRA must accept the lowest responsible bid. Commissioner Ludovissie asked about the fire protection modification. Housing Program Manager Barnes said there are building and fire codes that need to be balanced and explained how the sprinkler system would work. Commissioner Ludovissie stated he feels the design of the roof has been the problem and asked who will supervise the work. Mr. Opdahl said the Center for Energy and Environment will make periodic inspections. If problems are found during spot checking they will inspect more often. MOTION by Commissioner Bildsoe, seconded by Chair Henderson, authorizing staff to advertise for bids for the repair of the roof and attic ventilation at Plymouth Towne Square. Vote. 4 ayes. Motion approved. B. Vicksburg Crossing. Approve acceptance criteria for market rate units. Grace Management Representative Boedigheimer explained the acceptance procedure which will be used for Vicksburg Crossing. She said a consumer credit report company will be used to do background checks. Commissioner Ludovissie asked if the applicant would be charged an application fee. Ms. Boedigheimer stated they would charge a fee which could range from $25 to $50. Commissioner Bildsoe said he would recommend 40. Chair Henderson asked if the fee would be for both market rate and affordable units. Housing Program Manager Barnes said they would treat both alike. MOTION by Commissioner Ludovissie, seconded by Commissioner Bildsoe, approving the acceptance criteria for Vicksburg Crossing. Vote. 4 Ayes. Motion approved. C. Vicksburg Crossing. Progress update. Plymouth Housing and Redevelopment Authority June 15, 2006 Page 3 Grace Management Representative Boedigheimer gave an update on the rental process. She said several meetings have been held for interested applicants and more marketing meetings will be scheduled for the near future. Commissioner Ludovissie commented that he feels interest will increase as the building is closer to completion. Housing Program Manager Barnes gave an update on the lottery for affordable units. He said they will look at the rents periodically and try to minimize the increases. Commissioner Bildsoe asked about opening a unit to use as a model. Housing Program Manager Barnes replied they are unable to do so because of safety issues. Housing Program Manager Barnes said Frana, the contractor, is predicting a November opening. Mr. Barnes said they have run into a couple of wall problems that didn't satisfy the fire ratings and the stair plans needed to be addressed which took extra time. Discussion occurred regarding additional costs. Housing Program Manager Barnes said they are looking at change order costs and said there will be some extra costs that will be the responsibility of the owner. Commissioner Bildsoe asked what the projected extra costs are expected to be. Housing Program Manager Barnes said the costs could range between $50,000 and $100,000. Commissioner Bildsoe asked when trees will be planted. Housing Program Manager Barnes said he will find out when they will start planting. 4. ADJOURNMENT Meeting adjourned at 8:06 PM.
