R ESOLUTION A PPROVING E LM C REEK P LAYFIELD
P LAYGROUND R ETROFIT AND A WARD C ONTRACT TO
L ANDSCAPE S TRUCTURES, I NC./F LAGSHIP R ECREATION
WHEREAS, the Elm Creek Playfield playground was installed in 2000; and
WHEREAS, as a best management practice, playgrounds are renovated or replaced in a 17 to 20-
year life cycle to bring the playground up to current Consumer Product Safety Commission (CPSC),
American Society for Testing and Materials (ASTM), Certified Playground Safety Inspector (CPSI) and
Americans with Disabilities (ADA) standards; and
WHEREAS, the retrofit was bid under State Contract Pricing by Flagship Recreation, LSI MN
Representative; and
WHEREAS, playground equipment from LSI totals $116,662.03 and the demo, disposal,
installation and painting is $125,022.49 for a project total of $241,684.52; and
WHEREAS, construction will begin spring 2023 as soon as weather permits with completion by
June 30, 2023; and
WHEREAS, this project is included in the 2023 Capital Improvement Program utilizing Park
Dedication Funds in the amount of $250,000.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH,
MINNESOTA, that the City Council authorizes the Elm Creek Playfield Playground Retrofit and awards
contract to Landscape Structures, Inc./Flagship Recreation.
APPROVED by the City Council on this 25th day of October, 2022.
