HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 09-22-2005MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY September 22, 2005 PRESENT: Chair Susan Henderson, Commissioners Steve Ludovissie, Tim Bildsoe and Jenny Flansburg ABSENT: Commissioner Jim Kovach STAFF PRESENT: Executive Director Anne Hurlburt, Housing Program Manager Jim Barnes, HRA Specialist Paula Dorn and Office Support Representative Barb Peterson. OTHERS PRESENT: Grace Management Representative Jodi Boedigheimer, Center for Energy and Environment Representatives Paul Morin and Mark Opdahl. 1. CALL TO ORDER Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order September 22, 2005 at 7:00 P.M. 2. CONSENT AGENDA A. Approve August 18, 2005 HRA Meeting Minutes B. Plymouth Towne Square. — Accept monthly housing reports. MOTION by Commissioner Bildsoe, seconded by Commissioner Flansburg, approving the consent agenda. Vote. 4 Ayes. Motion approved. 3. PUBLIC HEARING A. Section 8 Program. Public Housing Agency Five Year Plan and Annual Plan and proposed changes to the Administrative Plan Housing Specialist Dorn presented an overview of the September 22, 2005 staff report. Chair Henderson opened the Public Hearing. Chair Henderson closed the Public Hearing, as nobody was present to speak. MOTION by Commissioner Flansburg, seconded by Commissioner Ludovissie, adopting Resolution 2005-17 approving the update to the Public Housing Agency Annual Plan for the fiscal year beginning January 1, 2006. Vote. 4 Ayes. Motion approved. Plymouth Housing and Redevelopment Authority September 22, 2005 Page 2 4. NEW BUSINESS A. Plymouth Towne Square. Presentation by Center for Energy and Environment regarding the Moisture Inspection Report Housing Program Manager Barnes presented an overview of the September 22, 2005 staff report. He introduced Paul Morin and Mark Opdahl, representing the Center for Energy and Environment who presented the results of an energy inspection conducted at Plymouth Towne Square. Mr. Opdahl presented background information regarding the ongoing water issues at Plymouth Towne Square. Mr. Opdahl said the building has a history of many people looking at it and said that some actions have been taken with little success. Commissioner Ludovissie asked Mr. Morin to identify where the large areas of leakage are occurring. Mr. Morin said the major areas are below the false gable ends on the roof. Commissioner Ludovissie asked if the dormers have vents. Mr. Morin said the dormers have ridge vents. Mr. Morin also stated that some areas have large sheets of plastic laid down to prevent the water from penetrating the insulation. Commissioner Flansburg asked if the plastic was there from the beginning. Mr. Morin said it was not. Commissioner Flansburg asked if the proposed solution will prevent moisture in the insulation. Mr. Morin replied affirmatively. Mr. Morin said they recommend cellulose insulation, which doesn't compact. Director Hurlburt asked if the insulation will need to be removed before adding more. Mr. Morin replied that the insulation will not need to be removed. He also stated the ductwork should be sealed and insulated. Mr. Morin discussed the recommendations from their findings. Mr. Opdahl added that sealing the bypasses is crucial and just adding insulation will not solve the problem. Mr. Morin discussed the separate fire zones in the attic and said that each becomes a separate area that needs to be ventilated. Mr. Morin stated that when the building was constructed soffit vents were not allowed by code so vents were installed low on the roof. He said ice dams creep up around the roof vents and water leaks in through them. Commissioner Ludovissie asked what the alternative would be if soffit vents cannot be used. Mr. Opdahl stated that most buildings constructed in Plymouth during this period have the same problem. Discussion occurred regarding alternatives to solve the soffit vent problem. Commissioner Ludovissie thinks the repairs should be complete, including the ventilation, so all problems are taken care of at one time. Commissioner Ludovissie asked if a section of the roof could be used as an experiment to see if the proposed solution will work. Mr. Opdahl said that would be a possibility if all facets were included. Plymouth Housing and Redevelopment Authority September 22, 2005 Page 3 Commissioner Flansburg asked Mr. Opdahl if he could give any estimate of what the cost would be to solve the problem. Mr. Opdahl said he did not have an estimate prepared, but they could perform an economic analysis. Housing Program Manager Barnes stated his concern regarding experimenting with a section at a time. He feels that even though the attic is compartmentalized there is still open airflow between the attic systems. He feels if the airflow is changed it might not give a true result. He also stated that there are about ten years of reserves set aside for a new roof. Commissioner Ludovissie stated that he does not feel confident a solution is in place for the ventilation problem and does not feel a considerable amount of money should be spent until a solution is found. Housing Program Manager Barnes suggested holding a meeting with persons directly involved with the problem to discuss the ventilation issue. Mr. Opdahl said a building official should be present and suggested exploring what other buildings are doing about the same problem. Plymouth Towne Square resident Steven Smith addressed the Board and stated his concerns about the building. Chair Henderson asked for direction from the Board. Commissioner Bildsoe feels they need to get a group with expertise together to make recommendations. Commissioner Ludovissie said he will back the solution if a contractor will take full responsibility for the work. Chair Henderson said a preliminary meeting regarding the ventilation should be held and the results from that meeting presented at the next board meeting. Commissioner Bildsoe requested that a representative from Frana & Sons should be present at the meeting. The Board agreed. 5. ADJOURMENT Meeting adjourned at 8:35 PM. HRA/Minutes9/22/05
