HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 08-04-2005MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY August 4, 2005 PRESENT: Chair Susan Henderson, Commissioners Steve Ludovissie, Jim Kovach and Tim Bildsoe ABSENT: Commissioner Jenny Flansburg STAFF PRESENT: Housing Program Manager Jim Barnes and Office Support Representative Barb Peterson OTHERS PRESENT: Jody Boedigheimer from Grace Management, Bill Wolters from Constructive Ideas, and Link Wilson from Miller Hansen Partners 1. CALL TO ORDER Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order August 4, 2005 at 7:05 PM. 2. NEW BUSINESS A. Vicksburg Crossing — Award Construction Contract Housing Program Manager Barnes stated that five bids were received from prime contractors. He explained that State statute requires government entities to select the low responsible bidder, which in this case is Frana and Sons, Inc. He said Mr. Wolters has performed reference checks on Frana and Sons, Inc. and they meet the HRA's Responsible Bidder Policy. Housing Program Manager Barnes said the projected per unit cost was $89,000 and Frana came in at $73,600. Because the bid came in lower, it will allow the Board to consider some or all of the proposed alternates. Housing Program Manager Barnes cautioned the Board that there might be unexpected costs for soil corrections once we begin excavating. He listed the alternates and the cost proposed for each by Frana. Frana's bid for the additions/alternates totaled $646,000. Housing Program Manager Barnes said if the Board accepts all the alternates it would still be below the projected construction costs. Barnes stated that staff is recommending selecting all alternates except number 3, upgrade windows to fiberglass, & number 4, fireplaces. He said the windows and fireplaces could be considered at a later date when we are further into the project and are sure there are going to be no major cost over runs. Commissioner Bildsoe asked if there are any additional alternates that could be used in the building, especially for the market rate units. Mr. Wilson suggested additional items such as an upgraded trim package, carpet or countertops. Another suggestion was additional brick on the outside of the building. Another possible alternative would be a covered roof for the entry. Housing Program Manager Barnes said staff is recommending accepting Frana and Sons, Inc. bid with the exception of alternates 3 & 4. Discussion occurred regarding the windows that are Plymouth Housing and Redevelopment Authority August 4, 2005 Page 2 included in the plan at this time. Mr. Wolters said they are vinyl but fiberglass windows are being widely used. Commissioner Ludovissie suggested exploring different types of windows. MOTION by Commissioner Bildsoe, seconded by Commissioner Kovach, approving the bid from Frana & Sons, Inc. along with all of the named alternates except numbers 3 & 4 for the construction of Vicksburg Crossing and approve Resolution 2005-14 authorizing staff and the Board Chair to execute the necessary documents.
