PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY
June 17, 2004

1. CALL TO ORDER
Chair Henderson called the Plymouth Housing and Redevelopment Authority meeting to order
June 17, 2004 at 7:04 p.m.
Chair Henderson introduced Jim Kovach, a new commissioner.
2. CONSENT AGENDA
A. Approval of the April 15, 2004 HRA Meeting Minutes.
B. Plymouth Towne Square - Accept monthly housing reports.
C. T.R.A.I.L.S. Approve the T.R.A.I.L.S. Family Self -Sufficiency Program budget and
extension of the Program Agreement.
MOTION by Commissioner Bildsoe, seconded by Commissioner Ludovissie, to approve the
consent agenda.
Vote. 5 Ayes. MOTION approved.
Housing Manager Barnes asked that the order of Items 3A and 3B be switched on the agenda.
Chair Henderson concurred.
Chair Henderson asked that an update regarding the CSM property be added to the agenda.
3. NEW BUSINESS
B. Update on Quest and Schmidt Lake Road projects. (Verbal)
Housing Manager Barnes presented an update on the Quest project located on South Shore
Drive. He said that Quest is a developer the HRA is working with on the South Shore Drive site
to build 3-4 units. Housing Manager Barnes stated that an application has been submitted to the

Builders Outreach Foundation, which is the charitable arm of the Builders Association of the
Twin Cities, and they are now in the process of finding a building partner. Housing Manager
Barnes also said staff is looking into applying to the Minnesota Housing Finance Agency. He
said the purchase agreement will be sent to Quest soon and is contingent on making the project
financially feasible without any additional support from the HRA or the City of Plymouth.
Housing Manager Barnes said that three proposals were received for the Schmidt Lake Road
project. One proposal is from Dominium Development, one from SVK Development, and the
other from Heritage Development out of St. Paul. Heritage has not done any work in Plymouth
but have a unique plan with an urban feel to it. He said they are meeting with the developers this
week and will put together a staff recommendation to the City Council. Discussion occurred
regarding how the project will be presented to the City Council. Housing Manager Barnes
stated that Heritage Development had the high bid and would meet the 21 % affordable units
without additional assistance.
Housing Manager Barnes provided an update on the CSM project. He said a revised plan was
submitted to the Planning Commission and it passed by a 4-1 vote. The housing staff did not
recommend a townhome style development, rather an apartment style which the HRA could
possibly become involved in. He stated the Council is scheduled to hear CSM's proposal on
June 28th.

Grace Management Representative Boedigheimer said she chose three different color selections
for the Board to look at. She said that it was the same price to replace the furniture as to have it
recovered. Discussion occurred regarding the carpet selections and the Board selected the blue
theme. Borders were looked at but it was decided to defer that choice as well as the paint color
to staff. Fabric was chosen for the chairs in the dining room and for the upholstered furniture.
The fabric for the chairs in the kitchen area will be the same as the dining room chairs.
The Board decided that the third floor should be redecorated at this time also
Discussion took place regarding the roof problem versus the decorating.
Grace Management Representative Boedigheimer said the carpet would take at least four weeks
to manufacture and one week to ship. The furniture will take six weeks.
