HomeMy WebLinkAboutCity Council Minutes 04-09-2013 BOEAdopted Minutes 2013 Board of Appeal and Equalization April 9, 2013 The meeting of the Plymouth City Council sitting as the 2013 Board of Appeal and Equalization was called to order by Mayor Slavik at 6:04 p.m. in the City Council Chambers, 3400 Plymouth Boulevard, on April 9, 2013. COUNCIL PRESENT: Mayor Slavik, Councilmembers Johnson, Wosje and Willis. COUNCIL ABSENT: Councilmembers Bildsoe, Stein and Black. STAFF PRESENT: City Manager Ahrens, Police Chief Goldstein, City Assessor Hebert, Appraisers Kingsbury, Anderson, Bowman, and Deputy Clerk Baird. City Assessor Hebert gave a report to the Board of Equalization for the 2013 Assessment. Overall the value of residential properties is up approximately 2.5 percent. Most of the growth is from new construction. However, the increase was offset by the decline in values of townhome, condominium and lakeshore properties. The values of commercial and industrial markets increased .7 percent. The 2013 Tax Capacity of the Real Estate as of March 12, 2013 is 106,079,776 up 2.3 percent from year end 2012. The average sale price of a detached single family home in 2012 was $333,960, up slightly from 322,859 in 2011. Foreclosed properties are down for 2013. According to Hennepin County there were 154 foreclosed properties that sold in 2012 compared to 205 in 2011. On March 19, valuation notices were sent to 26,219 property owners. Many calls were received, of which 120 wanted to speak with appraisers. Staff visited 45 of those properties, reducing the value on 30. City Assessor Hebert read into the record the following properties that have filed written appeals: 1. Thomas Benny, 10725 51St Avenue North (12-118-2-23-0037) 2. David and Beth Brown, 5605 Glacier Lane North (04-118-22-44-0033) 3. Paul and Paula Caryotakis, 18615 29th Avenue North (19-118-22-34-0024) 4. Korneliy and Larisa Ureke, 2635 Nathan Lane North (24-118-22-43-0045) 5. Richard and Jill Minn, 12420 18tH Avenue North (26-118-22-32-0019) Councilmember Wosje asked if the properties that required staff to revisit after the notices went out were all residential. City Assessor Hebert replied they were all residential and many of them were reduced. Adopted Minutes 1 of 2 Board of Equalization Meeting of April 9, 2013 The hearing was then opened to property owners who would like to appeal to the Board in person. 1. Chandler and Stephanie McCoy, 320 Harbor Lane N, stated their value was $503,300 in 2012 and is proposed to go up to $519,400 for 2013. They believe the proposed value is high in comparison to a recent appraisal of $495,000 on January 8, 2013. Within one mile from their home another property in comparison was valued at $477,500 for 2012 and is increased to $507,600 for 2013, and that property has more improvements. When they purchased the home in 2011 it had previously been valued at $460,000 in 2010 and for 2011 the value increased 10 percent even though they had made no improvements. The market was in decline, yet their value continued to rise. They would like the Board to reconsider their value for 2013. 2. James and Heidi Krocak, 14610 13 I Place N, stated their value in 2012 was $353,200 and is proposed to be $407,400 for 2013. They believe their increase of 15 percent seems steep in comparison to neighbors who only saw 5% increases. Three homes in their area are assessed for $393,000; $380,000; and $415,000 in comparison. There is one home at 530,000 but there was a lot of construction and improvements made to that home. Their home has had no construction or improvements. Councilmember Willis wanted to clarification that the appeal process has to be made tonight and that no further appeals will be accepted after the hearing is recessed. City Assessor confirmed that was correct. Adjournment The Board of Appeal and Equalization was recessed at 6:40 p.m. and set to reconvene on April 23, 2013 at 6:00 p.m..
