HomeMy WebLinkAboutHousing & Redevelopment Authority Minutes 09-23-2010APPROVED MINUTES PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY September 23, 2010 PRESENT: Chairman Jeff Kulaszewicz, Commissioners Steve Ludovissie, Paul Caryotakis, and Bob Stein ABSENT: Commissioner David Miller STAFF PRESENT: Housing Program Manager Jim Barnes, Support Services Manager Denise Whalen, and Office Support Representative Janice Bergstrom 1. CALL TO ORDER Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to order at 7:00 P.M. 2. CONSENT AGENDA A. Approve HRA Meeting Minutes from August 26 and September 9, 2010 B. Plymouth Towne Square. Accept Monthly Housing Report (August, 2010) C. Vicksburg Crossing. Accept Monthly Housing Report (August, 2010) MOTION by Commissioner Stein, seconded by Commissioner Kulaszewicz. Vote. 4 Ayes. MOTION approved unanimously. 3. PUBLIC HEARING A. Section 8 Program. Proposed Changes to the PHA Administrative Plan Support Service Manager Whalen gave an overview of the staff report. She said one of the changes is how income is reported and how often a tenant's rent would change. Support Service Manager Whalen explained that tenant rents change often and staff is reviewing up to 30 files a month. She said if a 90 -day recertification is in process, there would be no interim change as the annual change would occur the following month. Chairman Kulaszewicz said the proposed change regarding decrease in income would appear to save on staff time and paperwork. Support Services Manager Whalen said the dollar amounts have stayed the same on whether there is an increase or decrease in income; the only change would be if the tenant is in the 90 -day frame, staff would wait for the annual certification to change the tenant rent. Approved Plymouth Housing and Redevelopment Authority September 23, 2010 Page 2 Commissioner Ludovissie asked if the waiting list is opened every two years. Support Services Manager Whalen said she anticipates the waiting list to open approximately every four years. She said there are still 150 people on the waiting list from when the wait list was opened two years ago. Support Service Manager Whalen stated there were 300 names on the list. Chairman Kulaszewicz opened and closed the public hearing as there was no one present to speak on the item. MOTION by Commissioner Stein, seconded by Commissioner Caryotakis, to approve the proposed changes to the PHA Administrative Plan. Vote. 4 Ayes. MOTION approved unanimously. 4. NEW BUSINESS A. Vicksburg Crossing. Marketing Report (August, 2010) Commissioner Stein asked if people on the wait list are requesting a certain style of unit for market rate apartments, and how many people are on that list. Housing Manager Barnes said he does not know exactly what style of unit people are requesting. He said three of the six vacancies will be filled by the end of October and two more affordable units will be occupied in October. Housing Manager Barnes said of the four deposits in place for the market rate units, one is waiting for a one -bedroom unit on the fourth floor, two are waiting for homes to sell, and one person would like a two-bedroom unit in the spring. The affordable unit waiting list has 35 — 40 names, and is more difficult to lease as these people are looking for extremely low rents. Commissioner Ludovissie said we appear to be moving in a good direction as there are deposits for units as they become available. Housing Manager Barnes said given the nature of the clientele in this building, it is difficult to keep 100% occupancy. He added that the property manager is doing an extremely good job at marketing the property. Housing Manager Barnes said Property Manager Sara Paquette had a well attended open house last weekend which resulted in two good prospects. 5. OLD BUSINESS Commissioner Caryotakis asked if a search had been run on Google to see where Vicksburg Crossing pops up. Housing Manager Barnes said he conducted a search on Google and Bing, and confirmed that Vicksburg Crossing appears at or near the top when he did a search. Approved Plymouth Housing and Redevelopment Authority September 23, 2010 Page 3 Commissioner Ludovissie asked if there was additional information on the Plymouth Towne Square rent issue. Housing Manager Barnes said in October there will be information for the commissioners to review for the budget, but has not heard anything from the residents at this time. Housing Manager Barnes discussed 3324 Garland Lane N. and said Commissioner Kulaszewicz has signed the redemption documents. Housing Manager Barnes said the price of $171,007.76 has been negotiated and the redemption will be around $181,000. He said this is being done to protect ourselves, but we can still back out of both if we choose to. He said if a legal lawsuit is filed, we will go forward with the redemption process to analyze risk. 6. ADJOURNMENT MOTION by Chairman Kulaszewicz to adjourn the meeting at 7:15 p.m.
