PLYMOUTH HOUSING AND REDEVELOPMENT AUTHORITY
SPECIAL MEETING
September 9, 2010
PRESENT: Chairman Jeff Kulaszewicz, Commissioners Steve Ludovissie, Paul Caryotakis
and Bob Stein
ABSENT: Commissioner David Miller
STAFF PRESENT: Housing Program Manager Jim Barnes
OTHERS PRESENT: None
1. CALL TO ORDER
Chairman Kulaszewicz called the Plymouth Housing and Redevelopment Authority meeting to
order at 6:40 P.M.
2. NEW BUSINESS
A. Consider redeeming the property located at 3325 Garland Lane North from
foreclosure
Housing Programs Manger Barnes provided the board with an overview of the staff report. The
Board discussed the report. Commissioner Ludovissie asked for clarification on the loans on the
property. Housing Manager Barnes indicated that we are aware of three liens against the
property. The first and third lien is held by City County Federal Credit Union and the second
lien is held by the HRA.
Commissioner Caryotakis stated that there are two sides to this request. We have the financial
side that we need to consider and whether it is a good business decision and then we have the
side of considering what our mission is and is this a prudent thing to do to assist this family.
Commissioner Ludovissie agreed and stated that along with the investment to acquire the
property we will most likely have maintenance and upkeep costs while we own the property.
Commissioner Stein asked for a further explanation of how much it would cost us up front.
Housing Manager Barnes explained the process and how the bidding process works in order to
protect the HRA's interest in the property. Commissioner Caryotakis stated that we could offer a
lower amount, however we could possible be outbid and lose the property. He added that if we
did this we would still receive our money back that is owed on the second mortgage.
Commissioner Stein asked how the rent would be determined. Housing Manager Barnes
explained that staff was considering using the Section 8 model where a renter would pay 30% of
their income towards rent. He also indicated that the renter would be responsible for all utilities

and the HRA would add the cost of taxes and insurance to the rent amount so that the HRA could
ensure that those items were paid.
Chair Kulaszewicz asked about the $50,000 being provided by the current owners ex -brother-in-
law. Housing Programs Manager Barnes explained how the contribution would work.
Commissioner Caryotakis asked if it was legal for him to donate money to the HRA. Housing
Program Manager Barnes indicated that it was and that when the funds were donated we would
bring a resolution before the board acknowledging the funds and accepting the donation.
MOTION by Commissioner Stein, seconded by Commissioner Kulaszewicz. Vote. 4 Ayes.
MOTION approved unanimously.
3. ADJOURNMENT
MOTION by Chairman Kulaszewicz to adjourn the meeting at 7:15 p.m.
